In recent years, Huaihua has made a leap in the quality of its basic education teaching and handed in an impressive “report card”, with a three-year action plan to turn around basic education teaching quality, continuing to deepen comprehensive education reform and pressing ahead with multiple measures including group-based schooling and talent cultivation.

Policies take the lead as reform measures deliver tangible results. In accordance with the three-year action plan to turn around teaching quality, the city has continued to advance 12 reform measures, including group-based schooling, teaching quality evaluation and cultivation of top-notch innovative talents. A total of 59 education groups has been established, covering 200 schools, as the radiating effect of quality educational resources continues to be released. The building of education consortiums for school-family-community collaborative education has been completed two years ahead of the national and provincial schedules, with the city’s experience shared at a national conference. “My Anjiang Journey” study tour base has been recognized as a national-level camp, while labor education, national defense education and a number of other programs provided in the base have been promoted by the provincial education department.

On improving the quality of compulsory education, feedback from the provincial government’s education supervision office shows that Huaihua ranked among the province’s top five in nine of the 46 indicators in the monitoring of compulsory education quality, offering evidence of the improvement in the quality of its compulsory education.

Meanwhile, Huaihua has continued to consolidate the foundation of its education development. Fiscal investment in education has grown steadily, a number of long-standing problems in the education sector have been resolved, and the upgrading and renovation of high schools has been advanced. The supply of admission slots has expanded accordingly, with 103 schools newly built, expanded or renovated and 69,000 additional admission slots in public schools created. The city has effectively and steadily advanced the building of a strong city in education with the implementation of these measures.
