On the afternoon of August 26, Wei Zhaohui, secretary of the Huaihua Municipal Party Committee, presided over a meeting of the Standing Committee of the Municipal Party Committee. The meeting conveyed and studied the spirit of the Political Bureau meeting of the CPC Central Committee held on July 30 as well as the spirit of Xi Jinping’s important speeches delivered recently. It deliberated on the city’s implementation opinions. It conveyed and studied the spirit of the meeting of the Standing Committee of the Provincial Party Committee, analyzed the city’s economic performance in the first half year, and arranged and deployed economic work for the second half of the year. It also conveyed and studied the spirit of the national scheduling meeting on the special rectification campaign, the recent deployment requirements of the Central Commission for Discipline Inspection and the National Supervisory Commission, and the spirit of the meetings of the special working mechanism at the central and provincial levels to rectify formalities and reduce burdens on the grassroots, and worked out implementation opinions for the city. In addition, a report on the “Roaming in Huaihua · Understanding Yuanling” campaign was made and arrangements for relevant follow-up work were conducted.
The meeting stressed that we should thoroughly study and implement the spirit of the Political Bureau meeting of the CPC Central Committee held on July 30 and Xi Jinping’s important speech delivered at the forum for people outside the Communist Party of China, fully apply Xi Jinping Thought on Party Building, take the Party’s political building as the guide, and promote all round progress and excellence in every aspect of Party building. High-quality Party-building shall lead high-quality development. We shall make solid progress in key tasks including the development of the “Six Networks”, the “AI+” Initiative, the reform of state-owned assets and state-owned enterprises, trade in services, agriculture, rural areas and farmers, and people well-being security, and strive to fulfill the annual goals and tasks for economic and social development. It is vital to give full play to the united front as an important magic weapon, support all democratic parties, federations of industry and commerce, and personages without party affiliation in performing their duties and taking on responsibilities, unite and pool forces from all sectors, and forge a powerful synergy for development.
According to the meeting,it is imperative to thoroughly study and implement the spirit of Xi Jinping’s important speech delivered at the 27th group study session of the Political Bureau of the CPC Central Committee, fully apply Xi Jinping Thought on Strengthening the Military, consolidate the Party’s political responsibility for managing the armed forces, deepen military local coordination and interaction, vigorously support the modernization of national defense and the armed forces, and cement rock solid unity between the government, the military and the people.
The meeting pointed out that since the beginning of this year, the city’s economy has maintained steady progress with positive momentum. Nevertheless, there still exist certain difficulties and weak links. We shall concentrate on key areas to secure breakthroughs, make up for shortcomings in the secondary-industry development, foster the Version 2.0 of the “5+10” modern industrial system, pool efforts to develop the export-oriented economy, make well-targeted plans for projects, take the initiative to strive for funds and projects, and vigorously carry out investment promotion. We shall further advance the “Enterprise-Service-Year” Campaign, bring enterprises’ principal role into full play, and keep improving the business related environment. We shall balance development and security to forestall and defuse risks effectively. Leading officials should strengthen learning to enhance competence, rapidly shore up capabilities in economic development, project construction, enterprise services and other fields, and strive to become experts in steering economic work.
We should thoroughly study and implement the spirit of Xi Jinping’s important instructions on the concentrated rectification of unhealthy tendencies and corruption related problems that occur among the people, adhere to a problem-oriented approach, give priority to case-handling, and earnestly push forward the rectification of problems in such fields as high-standard farmland development, medical insurance funds and elderly-care services. We shall press ahead with the “4+10” livelihood-focused projects in a project-based manner, and ensure a successful conclusion to the concentrated rectification campaign.
We should thoroughly study and implement Xi Jinping’s important expositions on rectifying the practice of formalities for formalities’ sake to reduce burdens on the grassroots, keep a close eye on problems notified and pointed out by central and provincial-level authorities, continue to advance the “Six Rectifications” and rectification campaigns in key sectors, carry out inspections and notifications of typical problems on a regular basis, take firm and forceful measures to root out the breeding ground of formalism, and better translate the outcomes of burden-reduction work into governance efficiency.
The meeting stressed that we should seize the momentum generated by the “Roaming in Huaihua · Understanding Yuanling” campaign to amplify its visitor-driving effect. We shall make solid preparations for the autumn cultural-tourism consumption season event “Roaming in Huaihua · Ignite Hunan Super League”, fully build the brand of “Longxing Temple · Sinology Lecture Hall”, and roll out a series of “Roaming in Huaihua” cultural-tourism IPs successively centering on themes such as Qu Yuan culture, red culture and ethnic unity. By linking up mountain-and-water resources with Huaihua’s distinctive local culture, we will accelerate the development of the Zhangjiajie Huaihua Guilin World-Class Tourism Corridor.
