Wei emphasized the need to thoroughly study and implement General Secretary Xi Jinping’s important expositions on work related to agriculture, rural areas and farmers, as well as his important speeches and instructions concerning Hunan’s work. We should foster and practice a correct view of political performance, earnestly conduct regular assistance, develop wealth-generating industries tailored to local conditions, continuously advance the modernization of grassroots governance, and make greater progress toward comprehensive rural revitalization.
The Yinhuashan Smart Supply-Chain Comprehensive Service Center Project ranks among the ten major investment-attraction projects put into implementation in Yuanling County this year. Upon completion, it will effectively drive industrial development in surrounding townships. Wei obtained detailed information about the project’s planning, construction progress and safe construction practices. She underscored that the project’s driving effect must be fully leveraged. It is vital to smooth channels linking production with marketing, raise the organizational level of commodity circulation, accelerate the gathering and distribution of special agricultural products such as vegetables, fruits, aquatic products and tea, advance coordinated development across industrial chains, and better increase villagers’ income and help them prosper. Local authorities should actively integrate into the national supply-and-marketing circulation network, proactively align with the China Supply and Marketing Huaihua Agriculture-Rural-Farmer Industrial Park, and connect with supply-and-marketing systems across the city and the whole country, so as to identify a proper position and play a role in building a unified national large market. While ensuring quality and safety, construction shall be organized in a scientific manner. Efforts must be stepped up to identify and eliminate potential risks on side slopes, and the bottom line of safety must be firmly upheld.
At the Yinhuashan Village Committee, Wei looked closely into the building of the comprehensive platform for smart- agriculture in digital villages, regular assistance work, and the management and utilization of the village Party-mass service center. She pointed out that functions of the smart agriculture platform for digital villages should be optimized. AI technologies shall be applied to integrate governance scenarios including emergency response, flood prevention, transportation management, fire control and straw-burning monitoring. Monitoring and early-warning capacity will be strengthened to make grassroots governance more IT-empowered and intelligent. Sound regular assistance must be delivered. The dynamic monitoring and assistance mechanism for preventing people from relapsing into poverty shall be improved to ensure early detection, early intervention and early support, thus resolutely forestalling large-scale return to poverty. Vigorous efforts should be made to develop distinctive rural industries and refine mechanisms linking farmers to industrial growth, so as to boost industrial efficiency and raise farmers’ income, enabling them to reap more benefits from industrial development. The smart Party-building platform needs to be consolidated. The Three Meetings and One Lecture system shall be incorporated into platform-based management to digitalize daily Party-member administration and learning-and-exchange activities, so as to substantially enhance the platform’s practical value.
Later, Wei visited villagers’ homes to learn about their production-and-living conditions, household income and social security benefits. She encouraged local residents to build happy lives with their own hard work for an ever-better life. Relevant government departments must deliver solid livelihood support services, help residents resolve practical difficulties in daily life, and truly bring the care of the Party and the government home to the people.
