On the morning of July 6, Wei Zhaohui, secretary of Huaihua Municipal Party Committee, presided over a special meeting on the study and education on establishing and practicing a correct understanding of governance performance. The meeting aimed to thoroughly study and implement the important discourse of general secretary Xi Jinping on establishing and practicing a correct understanding of governance performance, resolutely implement the decisions and arrangements of the CPC Central Committee and Hunan Provincial Party Committee, address prominent issues through rectification and improvement, and advance the study and education efforts to greater depth and effectiveness. He Zunqing, deputy secretary of Huaihua Municipal Party Committee and secretary of the Political and Legal Affairs Commission of Huaihua Municipal Party Committee, and Li Wanqian, director of Huaihua Municipal People’s Congress Standing Committee, attended the meeting. At the meeting, heads from the Municipal Bureau of Letters and Calls, the Municipal Bureau of Housing and Urban Rural Development, the Municipal Development and Reform Commission, the Municipal Bureau of Water Resources, the Municipal Bureau of Medical Insurance, and the Municipal Bureau of Education respectively reported on the rectification and improvement of specific issues within their departments.
It was emphasized in the meeting that all departments of all levels in the city should deeply study and understand general secretary Xi Jinping's important discourse on establishing and practicing a correct understanding of governance performance, accurately identify the direction of rectification, bravely face problems and focus on solving specific problems strongly reflected by the masses, and deeply understand the decisive significance of the “two consolidations” and resolutely achieve the “two safeguards” through practical actions.
It was stressed in the meeting the need to use scientific methods to improve the quality and efficiency of rectification and improvement. Clear target tasks should be defined, and changes should be made and problems should be solved according to the deadline requirements; Full efforts should be made to strengthen reporting and communication on difficult issues by developing phased plans and working hard for a long time so as to continuously improve the rectification; Attention should be paid to implementing policies based on classification, avoid a one size fits all approach and adhere to seeking truth from facts and providing guidance based on classification, so as to solve specific problems with specific methods. What’s more, great efforts should be made compliance with the law, prevent administrative orders from replacing legal means, so as to ensure that the effectiveness of rectification can withstand the test of history, practice, and the masses; Attention should also be paid to reform and innovation, dare to break through habitual thinking and get rid of rooted ideas on “long term and difficult” and “thorny” problems with reform and innovation; Efforts should also be made to address both the symptoms and root causes, dig deep into the root causes of problems, adhere to systematic treatment, and promote the solution of a type of problem by solving one problem, forming a normal and long-term effect.
