On July 27, it was reported from Huaihua Municipal Industrial and Information Technology Bureau that this year, the industrial and information technology departments of the city have intensified efforts in enterprises’ structural upgrades, technological innovation, digital and intelligent transformation, and policy support to enhance product added value and competitiveness, driving the industry toward the mid-to-high end of the value chain.
In the wave of new industrialization, Huaihua is deeply advancing the initiative of “Intelligent Empowerment for a Enterprises”. “We are vigorously promoting the digital transformation of industries, organizing experts to enter enterprises for digital diagnostics and technical guidance, and promoting application of smart manufacturing, industrial internet, and 5G+ industrial internet,” explained a relevant official from the Municipal Industry and Information Technology Bureau.
It is reported that an “Artificial Intelligence+” industrial application observation and promotion meeting was held in Huaihua in March this year, effectively accelerating the pace of digital empowerment for industrial enterprises. More than 180 enterprises were organized to conduct provincial-level digital transformation evaluation and diagnosis, with service providers helping enterprises identify shortcomings and clarify development paths.
At the same time, the general evaluation of digital transformation in the manufacturing industry was launched in 2026, with an additional 260 standardized enterprises being evaluated. What’s more, investigation was also carried out on enterprises’ construction of industrial Internet platform, so as to accurately guide and cultivate the construction of enterprise level industrial Internet platform.
Statistics show that, from January to June, 3308 new cloud based enterprises have been established in Huaihua, completing 97.29% of the annual task; 209 new companies have been added to the platform, completing 66.3% of the annual task; 19 basic level intelligent factories have been certified, and 2 enterprises have been awarded advanced level intelligent factories.
The relevant person in charge of the Municipal Bureau of Industry and Information Technology stated that great efforts would be take to regard the “Intelligent Empowerment for a Thousand Enterprises” initiative as the main task to promote the application of “artificial intelligence+” in enterprises by increasing investment in research and development to build provincial and above level AI models, manufacturing digital transformation promotion centers and industrial Internet platforms, and cultivate a number of “AI+” key enterprises. Leading enterprises are encouraged to build full process intelligent factories and future factories, and create a number of “artificial intelligence+” demonstration and future scenarios.
In order to enhance the value chain, Huaihua would strive to deepen the enterprises-universities-researches integration by building a platform for university-enterprise cooperation, organizing the responsible persons of 15 industrial parks in the city to participate in the province’s special training course on “dual entry and dual transforming”, recommending 14 enterprises including Zhengqing Group Co, Ltd. to apply for the major research and development needs of advanced manufacturing industry in Hunan Province in 2026, and organizing enterprises such as Chenzhou Mining Co, Ltd. to participate in the comprehensive utilization of non-ferrous metal tailings ponds in the province’s “dual entry and dual transforming activity”.
The technology center plays an important role in enterprise strategy, serving as a crucial support and carrier for implementing technological innovation strategies and enhancing core competitiveness. In the first half of this year, efforts have been strengthened in Huaihua on supporting enterprises to establish technology centers. Up to now, a national level enterprise technology center, 57 provincial-level enterprise technology centers, and a provincial-level manufacturing innovation center have been built, making independent innovation capability of enterprises greatly improved.
“We would focus on ‘scenario driven’ and achieve new breakthroughs in cultivating model enterprises”, said the person in charge of the Municipal Bureau of Industry and Information Technology. Currently, the industry and information technology system of the city is vigorously promoting the deep integration and application of artificial intelligence technology in research and development design, pilot testing, production and manufacturing, marketing services, and operation management, so as to improve the overall intelligence level of the manufacturing industry.
