    Steady progress made on provincial and municipal key livelihood projects in first half of the year and multiple security indicators hit annual targets ahead of schedule

    No matter how trivial livelihood issues may seem, they are all closely tied to people’s well-being. Since the start of 2026, Huaihua City has coordinated the delivery of 35 livelihood projects designated by both Hunan Provincial and municipal authorities, covering ten key areas of public welfare including childcare access, quality education, and fair remuneration for workers. As of June, progress across all municipal projects has remained steady. Multiple support benchmarks have hit their annual targets ahead of schedule, such as subsistence allowances for low-income households, the two types of subsidies for persons with disabilities, and upgraded maternal and infant healthcare services. All counties and urban districts have achieved balanced and sound implementation of these initiatives, steadily boosting residents’ sense of gain.

    This year, our city undertakes 23 provincial-level and 12 municipal-level livelihood projects, covering all 13 counties, urban districts and the municipal authorities directly under the city. Half-year progress monitoring data shows that all projects in Chenxi, Zhongfang and Hongjiang District have met the scheduled progress targets. The project compliance rate of 10 counties and urban districts including Yuanling and Xupu exceeds 96%, with balanced quality and efficiency in overall implementation.

    Policies providing a safety net for disadvantaged groups have been fully implemented. All tasks to raise the benefit standards for urban and rural subsistence allowances, two subsidies for persons with disabilities, and basic living allowances for orphans across the city have been accomplished, with a 100% implementation rate in all counties and districts. Remarkable results have been achieved in care services for people with disabilities. Rehabilitation assistance has been provided to 675 children with disabilities, and residential care services have covered 1,313 persons with disabilities, with multiple disability support indicators nearing the full-year targets.Maternal and infant health services have exceeded set targets. The screening rate for prenatal and newborn diseases stands at 99.33%. The policy waiving out-of-pocket medical insurance expenses for childbirth at designated hospitals has been rolled out citywide, effectively easing the medical financial burden on families with newborns.

    Progress on inclusive projects covering employment, education and medical care has passed the halfway mark steadily. The city added 18,300 new urban jobs, fulfilling 53.9% of the annual target. Guaranteed loans for business startups worth 254 million yuan were issued, marking a completion rate above 60%. Subsidized vocational skills training has been carried out in an orderly manner, continuously expanding channels for residents to increase their incomes.Quality improvement initiatives in education are being rolled out at an accelerated pace. A total of 3,993 high-quality public regular senior high school places have been newly added, while upgrading renovations of canteens in primary and secondary schools are moving forward simultaneously. A total of 583 "Sunflower" family education guidance sessions have been held to earnestly safeguard teenagers’ physical and mental health.Primary-level medical services have been continuously reinforced. Family doctor contracts have covered 1.0287 million residents, and training for rural doctors has reached a completion rate of 95.69%, with medical insurance reimbursement levels steadily meeting required standards.

    Construction of urban and rural infrastructure, development of characteristic industries, and digital public services for residents are all being accelerated in tandem. More than half of the rural infrastructure projects, including Beautiful Hunan Villages, high-standard farmland, rural power grids and communication base stations, have been completed. A total of 94,200 mu of camellia oleifera forests have been planted, representing a completion rate of 94.23%, with characteristic industries driving income growth for local residents.

    The trade-in program for consumer goods has been carried out in an orderly manner, while supply and marketing service outlets and care stations for outdoor workers are under accelerated construction. Digital government reform delivers convenient services to residents and enterprises. Under the "Cross-District One-Stop Service in Hecheng" initiative, 23 cross-regional service items have been launched, exceeding the original annual target of 20.

    The Office of the Special Working Group for Improving People’s Livelihood and Well-being has established an integrated working mechanism featuring regular progress scheduling, joint consultation and circular reporting, and dynamically monitored project progress through multiple online and offline channels. For lagging projects, we adhere to a problem-oriented approach by issuing timely early warnings, analyzing root causes and formulating rectification measures, while also opening smooth channels for public oversight.In the next step, our city will seize the construction window in the second half of the year, focus on key areas including elderly care, childcare services, rural infrastructure and convenient public services, and make all-out efforts to finish remaining tasks. We will truly translate the livelihood action list into tangible well-being outcomes that residents can see and feel.
