In early July, the General Office of the People’s Government of Hunan Province issued a notice commending outstanding units and projects involved in the construction of key provincial projects for 2025; Huaihua City was named an "Outstanding City/Prefecture" in this regard.
This commendation serves not only as an evaluation of the key provincial projects construction efforts but also as a linked assessment of performance during the province-wide "investment promotion drive" in the first quarter of 2026. Additionally, four projects in the city, namely the Huaihua International Land Port, the Hunan Chenxi Pumped-Storage Power Station, the China CO-OP Huaihua "Three Rural Issues" (Agriculture, Rural Areas, and Farmers) Industry Base, and the Hunan Xiangtong Industrial Co., Ltd. project (with an annual output of 12 million bags and suitcases), were recognized as outstanding key provincial projects for 2025.
In 2025, the city innovatively launched a "Year of Project Construction" campaign, firmly establishing the development philosophy that "projects are paramount". By vigorously implementing "six major actions" and "six major mechanisms", the city strove to accelerate the construction and completion of key provincial and municipal projects, thereby laying a solid project foundation for the city's economic catch-up and growth. The 414 key provincial and municipal projects across the city saw a 10.2% year-on-year increase in completed annual investment, accounting for 55% of the city's total fixed-asset investment. This performance provided strong support for the city ranking first in the province for fixed-asset investment growth and receiving commendation for its effective implementation of "major national strategies and major projects".
Since the beginning of the year, the entire city has treated key project construction as a crucial component of the "Year of Enterprise Services" campaign and a vital lever for expanding domestic demand and stabilizing growth. With an all-out effort to drive projects, the city achieved a strong start in key project construction during the first quarter. Investment completion rates for the 58 key provincial projects and 399 key municipal projects all exceeded schedule targets, with Huaihua making a significant contribution to the province's success in the first-quarter investment promotion drive. A representative from the Municipal Key Construction Project Service Center stated that, moving forward, the center will redouble its efforts to fully implement service and support mechanisms for key projects. By closely monitoring construction milestones and accelerating the project schedule, the center aims to drive improvements in the speed, quality, and efficiency of construction, thereby continuously empowering the city's high-quality economic and social development through high-quality projects.
