On the afternoon of July 30, Wei Zhaohui, Secretary of the CPC Municipal Committee of Huaihua, presided over a meeting of the Standing Committee of the CPC Municipal Committee. The meeting conveyed and studied the important instructions given by General Secretary Xi Jinping regarding basic education and overseas Chinese affairs, and deliberated on the city's implementation plans.
The meeting pointed out that General Secretary Xi Jinping’s important instructions on basic education have charted the course and provided fundamental guidelines for advancing basic education in the new era and on the new journey. It is essential to deeply study and implement the spirit of these instructions, fully carry out the Party’s educational policy, prioritize basic education as a foundational and pioneering task, and continuously open new horizons for the high-quality development of basic education in Huaihua. Efforts must be made to fulfill the fundamental task of fostering virtue through education, unremittingly using Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to shape character and educate people. Leveraging Huaihua’s rich "red" (revolutionary) resources, the city should deepen ideological and political education activities—such as the historic “Tongdao Troop Redeployment” and "My Trip to Anjiang"—strictly implement the educational philosophy of prioritizing health, and uphold the integrated development of moral, intellectual, physical, aesthetic, and labor education to cultivate socialist builders and successors who are well-rounded in all five aspects. The city must focus on expanding excellence and improving quality in basic education by deepening paired assistance mechanisms with renowned schools in Changsha, increasing educational investment, and improving school facilities. Reforms such as collaborative education involving families, schools, and society, the "education group" model, and "outcome-oriented" quality evaluation (assessing results based on entry-level status) should be continuously advanced to promote the universal and inclusive development of preschool education and the high-quality, balanced development of compulsory education, thereby delivering fairer and higher-quality basic education. Furthermore, the city needs to enhance the core competitiveness of its regional education hub, fully support Huaihua University and Hunan University of Medicine in their bids to offer master's degree programs, and elevate the academic level and quality of higher education institutions in Huaihua. Finally, student safety must be prioritized; by focusing on key areas such as drowning prevention, the city must ensure all parties fulfill their responsibilities, strengthen preventive measures, and build a robust safety barrier.
The meeting also emphasized the need to deeply study and implement the spirit of General Secretary Xi Jinping’s important instructions on overseas Chinese affairs, fully carry out the Party’s policies regarding overseas Chinese, and leverage the unique strengths of the Federation of Returned Overseas Chinese. It called for continuously strengthening ties with overseas Chinese associations, leaders, and businesspeople, and conducting "Warmth for Overseas Chinese" initiatives on a regular basis. The aim is to attract projects, gather talent, and promote opening-up through the overseas Chinese community, thereby effectively uniting their hearts, pooling their wisdom, and harnessing their strength.
