On the morning of July 15, Wei Zhaohui, secretary of Huaihua Municipal Party Committee, presided over a meeting of the Standing Committee of Huaihua Municipal Party Committee. The meeting conveyed and studied the important speeches delivered by general secretary Xi Jinping at the National Science and Technology Awards Conference, the Annual Meeting of the Chinese Academy of Sciences and the Chinese Academy of Engineering, and the 11th National Congress of the China Association for Science and Technology, as well as deliberated on the implementation measures of Huaihua city. It also conveyed and studied the “Opinions of the Central Committee of the Communist Party of China and the State Council on Strengthening Social Work in the New Era”, heard a report on the establishment of a municipal and county-level social governance working group, and studied and deployed related tasks. Additionally, the meeting reviewed the “Notice on Regulating Petition Order and Legally Addressing Illegal Activities During Petition Activities” and studied and deployed related work.
It was emphasized in the meeting the need to thoroughly study and implement the important speeches delivered by general secretary Xi Jinping at the National Science and Technology Awards Conference, the Academician Conference of the Chinese Academy of Sciences and the Chinese Academy of Engineering, and the 11th National Congress of the China Association for Science and Technology. Efforts should be intensified to strengthen the hard support of scientific and technological innovation, deepen the implementation of the innovation-driven development strategy, and promote the integrated development of education, science, and talent, thereby activating new momentum for high-quality growth. Collaborative innovation capabilities must be enhanced by focusing on three key areas: advancing scientific research tasks, strengthening scientific and technological capabilities, and fostering synergies in scientific and technological innovation. Strategic planning for scientific and technological innovation, policy optimization, platform development, talent recruitment and cultivation, and technological breakthroughs should be better coordinated. The “Intelligent Empowerment for Thousands of Enterprises” initiative must be thoroughly implemented, with expanded applications of “AI+” and vigorous development of new productive forces to continuously foster and expand new growth drivers. The integration of development must be effectively pursued by leveraging high-end, green, and intelligent industrial demands to drive scientific and technological innovation. The role of platforms such as the Liu Liang Academy of Sciences Research Station and the Huaihua National Agricultural Science Park, as well as local universities, should be enhanced to cultivate a group of innovation-oriented specialized and sophisticated enterprises and listed companies. The leading role of enterprises in innovation must be reinforced, and “industry-university-research” integration should be deepened to facilitate the accelerated transformation of scientific and technological achievements into real productive forces.
It was stressed in the meeting the need to deeply study and implement general secretary Xi Jinping’s important discourse on social work, strengthen the construction of the Party in emerging fields, actively explore ideas and measures for Party building work in emerging fields such as new economic organizations, new social organizations, and new employment groups, and enhance the Party’s appeal, cohesion, and influence in emerging fields. We must adhere to the leadership of Party building in grassroots governance, and improve the grassroots governance system that combines autonomy, rule of law, and moral governance under the leadership of Party organizations. We must put our hearts and emotions to unite and serve the people, follow the Party’s mass line in the new era, and make social work tangible, visible, and accessible. We should strengthen the basic guarantee of social work, actively explore the “technology+” social governance model, promote the construction of the social worker teams, and improve the professional service level of social workers.
It was underlined in the meeting the need to deeply study and implement general secretary Xi Jinping’s ideology of ruling by laws and his important ideas on strengthening and improving the handling of people’s complaints and difficulties, always firmly establish the thought of ruling by laws, enhance the level of ruling by laws in dealing with people’s complaints, guide the masses to express their demands rationally and legally, severely crack down on illegal behaviors of handling the masses’ petitions, and effectively rectify petition chaos, regulate petition order, so as to maintain social stability from the root.
