On June 5, an exhibition on the achievements of the rule of law themed “One Plan and Two Guidelines” was held at Wuling Square of Hongjiang District. The exhibition featured rich illustrations and detailed contents, comprehensively summarizing the accomplishments of Hongjiang District over the past five years on building a law-based government, promoting legal education, and grassroots governance according to law. It attracted widespread attention from government officials and general public to view the exhibits.
Since the 14th Five-Year Plan period, the Office of Governing the District by Law of Hongjiang Working Committee has thoroughly implemented the decisions and arrangements of the central government, Hunan provincial government, and Huaihua municipal government on legal system construction by closely aligning with the objectives of the “One Plan and Two Guidelines” and fully leveraging its functions in overall coordination, supervision, and implementation, which drives the deepening and solidification of comprehensive rule of law efforts, and thus provides robust legal safeguards for the high-quality economic and social development of the district.
The Office of Governing the District by Law of Hongjiang Working Committee adheres to the fundamental leadership of the Party and comprehensively implements all aspects of the work of rule of law in the district. First of all, they keep standardizing the work of law based administration, strictly control the legality review of major administrative decisions, carry out special rectification by relying on legal advisors to empower scientific decision-making and focusing on prominent issues of enterprise related law enforcement, and promote inclusive and prudent law enforcement models such as flexible law enforcement, designated supervision, and no punishment for first violations. In addition, they resolve administrative disputes by relying on administrative reconsideration, hearing and mediation, and optimize the business environment by implementing legal measures, so as to improve the convenience of handling legal affairs for enterprises and the public. Last but not least, they offer comprehensive judicial services to the masses by innovating service models and carrying out legal publicity and education in primary and secondary schools, which efficiently resolve grassroots conflicts.
