Since the Sixth Provincial Ecological and Environmental Protection Inspection Team arrived in Huaihua, the team has referred a number of prominent ecological and environmental issues concerning Zhijiang, Hecheng, Xupu, and Zhongfang counties. Huaihua responded promptly, launching comprehensive investigations and rectification efforts targeting several key problems: illegal dumping at the Qiliqiao temporary construction waste disposal site in Zhijiang; the "operation without inspection approval" and dust pollution issues at Huada Stone Company in Xupu; inadequate dust control at certain construction sites in Hecheng District and Zhongfang County; and nuisance caused by cooking fumes in Hecheng District.
Zhijiang: Site Closure and Remediation Underway, Accountability Pursued in Parallel
The Qiliqiao temporary waste disposal site in Zhijiang was found to have problems such as being constructed without approval, illegally occupying land, and mixed dumping of garbage. Afterwards, it was officially closed on June 13. Currently, all accumulated waste has been cleared and transported away, and site leveling and vegetation restoration have begun in some areas. The site illegally occupied 4,157 square meters of arbor forestland and 1,617 square meters of other grassland—cases that have been filed and investigated by the forestry department. Meanwhile, the county's natural resources authority has launched an investigation into the illegal land occupation while the water resources department has issued a rectification notice regarding the absence of a required soil and water conservation plan. Local disciplinary inspection and supervision agencies have also stepped in to review whether relevant functional departments fulfilled their duties.
Xupu County: Production Suspended for Rectification, Lessons Drawn from One Case
The Huada Stone Materials Company in Xupu County was found to have several issues, including operating its gravel production line without passing the required inspection, leaving workshops unenclosed, failing to activate mist cannons, and storing materials in the open. The company later was fully shut down for rectification. Open-air materials have been covered with dust-proof netting, the gravel workshop is being enclosed with color steel sheets, and the mist cannons and sprinkler systems have been restored to operation. The ecological and environmental authorities have launched an investigation and imposed fines. At the same time, the county has begun inspecting similar stone enterprises within its jurisdiction, with four companies already reviewed to ensure all issues are corrected comprehensively.
Construction Sites: Differentiated Treatment, Citywide Inspection
Several problems existed in Zhongfu New Town of Zhongfang County as well as well in Jiahui Cold Chain and the Funeral Columarium Building of Hecheng District. In response, housing and construction authorities conducted case-by-case reviews and applied differentiated treatment. At Zhongfu New Town, approximately 100 cubic meters of decoration waste were completely cleared and removed, two instances of exposed soil covering rectified on the same day, and the property management company summoned for talks. Zhongfang County simultaneously launched self-inspections across all ongoing construction sites within its jurisdiction. The Jiahui Cold Chain project is currently at the land-leveling stage, and the Municipal Housing and Construction Bureau along with the Municipal Bureau of Natural Resources and Planning will follow up and urge the developer to obtain a construction permit. As for the Funeral Columarium Building project, issues such as damaged fencing, unpaved roads, and uncovered exposed soil were identified. A rectification notice has been issued, and the construction contractor is now carrying out covering and repair work while installing additional dust control facilities. The housing and construction authorities have initiated an investigation and enforcement procedures in accordance with the law. Meanwhile, a blanket inspection of all ongoing construction sites across the city is being conducted to ensure closed-loop rectification and issue-based clearance management.
Food Stalls and Night Markets: Targeted Crackdown, Routine Oversight
Starting June 14, the city dispatched 20 enforcement officers to form a dedicated task force, working alongside sub-district staff to conduct a full-coverage inspection of frying, stir-frying, and grilling vendors as well as mobile stalls at the Wanda Night Market. On-site interventions led to the removal of five stalls operating illegally in open areas. Six vendors whose purification equipment was not functioning properly received rectification notices, requiring them to clean, repair, and restore normal operation within a specified deadline. Building on this effort, the city expanded inspections to six other night market clusters, including Jinxiu Wuxi, Xinghuo Square, and Huaihua Vocational College, conducting a total of 308 enforcement personnel visits. Going forward, a routine night market patrol mechanism will be established to reinforce vendors' primary responsibilities and prevent the recurrence of problems.
In the next phase, Huaihua will follow the inspection team's referral list, specifying corrective measures and completion deadlines for each item. Violations of laws and regulations will be investigated and penalized accordingly. Existing problems will be addressed through scientific remediation, and lessons will be drawn from management gaps to ensure all issues are thoroughly resolved.
