    On the afternoon of June 25, Wei Zhaohui, Secretary of the Municipal Party Committee of Huaihua, conducted a special inspection of the systemic governance work for the Taipingxi River reaches' water environment. She emphasized the need to deeply study and implement Xi Jinping Thought on Ecological Civilization, earnestly carry out the decisions and deployments of the CPC Central Committee and the State Council as well as the work requirements of the Provincial Party Committee and Provincial Government of Hunan, shoulder political responsibilities firmly, focus on key challenges, and ensure that the rectification of ecological and environmental issues yields tangible results. Municipal leaders Yin Peiguo and Hu Heping participated in the inspection.

    Wei Zhaohui visited the construction site of the project area stretching from Fanshentang Reservoir to the old Tobacco Company area on Jinxi North Road to inspect the drainage facility renovation and gain a detailed understanding of the inspection status of municipal pipeline networks in the central urban area. At the construction site for the sewage pipeline network connecting Xinyuanli to the old Maternal and Child Health Hospital area, she inquired in detail about the implementation of the Taipingxi River governance project. At the No. 1 Old Arch Culvert Pumping Station on Yanhe Road, she examined the progress of the rainwater-sewage separation renovation project and studied specific measures to address existing issues.

    During the inspection, Wei Zhaohui pointed out that the pollution problem in the Taipingxi River reaches is a long-standing issue resulting from the rapid expansion of the urban population and infrastructure—such as rainwater and sewage pipeline networks—lagging behind the pace of urban development. This issue has been flagged by inspections from the Central and Provincial Party Committees, as well as by provincial ecological and environmental inspections and "look-back" reviews; resolving it is a major political task that must be resolutely accomplished. The comprehensive governance of the Taipingxi River reaches’ water environment is also a major project concerning people's livelihoods, drawing high attention from citizens. Efforts must be made to strengthen project coordination by adhering to unified planning and phased implementation, establishing a unified implementing entity, actively seeking funding and project approvals, reinforcing guidance and supervision, and implementing whole-process oversight. Construction projects—including sewage pipeline networks, drainage facility upgrades, and rainwater-sewage separation—must be accelerated to ensure they are completed on schedule and to high standards, creating results that stand the test of time. Efforts must be made to effectively tackle pollution by rigorously implementing measures such as controlling pollution sources and intercepting sewage, separating stormwater and sewage systems, dredging waterways, maintaining surface cleanliness, and rehabilitating shorelines, thereby continuously improving the quality of the aquatic ecological environment. Priority should be placed on ecological restoration through coordinated actions, including the remediation of tributaries, management of discharge outlets, and removal of internal pollution sources, while strictly enforcing the "River Chief" system and strengthening rigorous law enforcement and supervision to achieve long-term improvements in water environment, ecology, and resource quality. Taking the comprehensive governance of the Taipingxi River reaches’ water environment as a breakthrough, authorities should apply lessons learned to broader contexts, implement targeted measures, ensure the thorough rectification of issues identified during ecological and environmental inspections, and drive continuous improvement in Huaihua's ecological and environmental quality.
