On May 9, the Huaihua Municipal People’s Government and the Zhanjiang Municipal People’s Government signed the Framework Agreement on Strategic Cooperation for Jointly Building the New Western Land-Sea Corridor in Zhanjiang. Yin Peiguo, member of the Standing Committee of the CPC Huaihua Municipal Committee and Executive Vice Mayor of Huaihua, and Mou Zhiping, member of the Standing Committee of the CPC Zhanjiang Municipal Committee and Executive Vice Mayor of Zhanjiang, signed the agreement on behalf of their respective sides.
As the intersection of the New Western Land-Sea Corridor and the Shanghai-Kunming Corridor, Huaihua serves as a strategic juncture where the western development and the rise of central China strategies meet. In recent years, the city has mobilized all its efforts to build Huaihua International Land Port, which has become Hunan’s “overland bridgehead” for connecting with ASEAN. As a confluence of the Guangdong-Hong Kong-Macao Greater Bay Area, the Hainan Free Trade Port, and the New Western Land-Sea Corridor, Zhanjiang serves as a “maritime bridgehead” connecting to the world. Since the two cities joined the “13+2” inter-provincial consultation and cooperation mechanism for the New Western Land-Sea Corridor, they have worked closely together, from launching the first special agricultural produce train to establishing seamless sea-rail intermodal transport, writing a vivid chapter for land-sea coordinated development
During the talks, the two cities had in-depth exchanges on areas such as land-sea corridor connectivity, industrial synergy and coordination, and the joint development of open platforms. Yin Peiguo expressed the hope that both sides would take this signing as an opportunity to jointly build the corridor, boost industries, create platforms, and expand markets — promoting the extension of Zhanjiang’s advantageous industries to Huaihua and enabling Huaihua’s specialties to reach global markets via Zhanjiang, thus jointly creating a new highland for open development that “buys globally and sells globally”. Mou Zhiping stated that they would strengthen two-way efforts, deepen transport connectivity, industrial complementarity, and open and win-win cooperation, working hand in hand to unlock new momentum for the corridor economy
At the signing ceremony, five enterprises from the two cities signed the Cooperation Agreement on Two-way Joint Construction of the New Western Land-Sea Corridor Between Zhanjiang-Huaihua.
