    Huaihua Municipal Human Resources and Social Security Bureau holds Guangdong-Huaihua Matchmaking Event for Labor Cooperation in Guangzhou

    On May 16, the Huaihua Municipal Human Resources and Social Security Bureau, together with the Huaihua Human Resources Service Industry Association, went to Guangzhou to jointly launch labor cooperation docking activities with the Employment Service Bureau of Guangdong Provincial Department of Human Resources and Social Security and the Guangdong Talent Exchange Association, aiming to further deepen labor cooperation and implement relevant agreements signed during the 2026 Spring Breeze Campaign. Chen Jinxin, president of Guangdong Talent Exchange Association, Cheng Tao, deputy director of the Employment Service Bureau of Guangdong Provincial Department of Human Resources and Social Security, and Zhang Juan, director of Huaihua Municipal Human Resources and Social Security Bureau attended the event. The two sides conducted in-depth consultations on core issues including labor cooperation, talent dispatch, data connectivity and joint development of featured labor service brands, and reached a number of cooperation consensuses.

    At the meeting, Zhang Juan briefed participants on the achievements of human resources and social security work in Huaihua and the purpose of this matchmaking event. In his speech, Cheng Tao stated that Guangdong will fully support the establishment of a regular labor docking mechanism between Guangdong and Huaihua. He specially noted that taking this cooperation as an opportunity, the two regions will accelerate the interconnection and sharing of information in the field of human resources and social security, break down regional data barriers, realize efficient circulation and precise matching of information on job demands, vocational skills training and labor supply, and provide solid support for the implementation of cooperation through policy alignment and service guarantee.

    An unveiling ceremony for the Huaihua Human Resources and Social Security Service Station (Guangdong-Hong Kong-Macao Greater Bay Area Labor Cooperation Service Station) was held on the spot. As the first service platform built under the Huaihua Human Resources and Social Security Service Station system, it will provide services for both workers and enterprises including employment assistance, rights and interests protection and policy consultation for more than 300,000 Huaihua migrant workers working in Guangdong, realizing full-cycle service coverage for labor export. Chen Jinxin pointed out that the unveiled service station serves for Huaihua migrant workers in Guangdong. The association will give full play to its bridging role, unblock the channel for human resources information exchange between the two places, encourage member enterprises to participate in in-depth cooperation, and assist in providing sound services for Huaihua people working in Guangdong.

    Representatives of some enterprises in Guangdong were invited to the event, including Guangzhou Junbo Human Resources Group, Guangdong Bosiyun Education Technology Co., Ltd., Shenzhen Talent Group Co., Ltd., Guangzhou Honghai Human Resources Group Co., Ltd. and Guangzhou Jingdian Talent Innovation Co., Ltd. Relevant officials of the Huaihua Municipal Human Resources and Social Security Bureau stated that Huaihua is willing to act as a bridgehead for the westward expansion of Guangdong’s human resources service industry, a pilot zone for business development and a reliable talent reservoir of skilled workers, and extended sincere invitations to all participating enterprises. Human resources service institutions across Guangdong are welcome to invest, set up branches in Huaihua and jointly participate in the construction of the Human Resources Service Industrial Park of Huaihua International Land Port. The two sides had in-depth exchanges on follow-up work in Huaihua and specific implementation models of labor cooperation, with many enterprises expressing their willingness to conduct field visits.

    As a major labor export city, Huaihua has over 1.3 million migrant workers working outside the city all year round, among whom 300,000 are employed in Guangdong, laying a solid foundation for cooperation with the Greater Bay Area. Currently, relying on the construction of Huaihua International Land Port, Huaihua is striving to build itself into a central city offering employment services in the border area covering Hunan, Hubei, Chongqing, Guizhou and Guangxi. The total output value of its “5+10” modern industrial chains has exceeded 110 billion yuan, bringing a continuous rise in labor demand in cross-border logistics, multilingual business and other fields. During this matchmaking event, Huaihua clarified three pragmatic measures to be rolled out. First, establish a mechanism combining order-based vocational training and point-to-point labor dispatch, and realize real-time interconnection of employment demand data between Huaihua’s human resources and social security data platform and Guangdong’s relevant platforms. Second, support the linkage between the Human Resources Service Industrial Park of Huaihua International Land Port and institutions in the Greater Bay Area, and offer supporting policies such as low-rent venues, priority access to government projects and one-stop government services for settled institutions. Third, jointly build labor service brands focusing on emerging and future industries such as elderly care, housekeeping services and artificial intelligence with the Guangdong Talent Exchange Association, helping skilled talents from Huaihua secure high-quality jobs in the Greater Bay Area and attract enterprises from the Greater Bay Area to invest and cooperate in Huaihua via the talent agglomeration effect.

    Going forward, the two sides will take the service station as a link to promote the regularized operation of Guangdong-Huaihua labor cooperation and achieve two-way empowerment of talent supply and demand as well as win-win results for both regions.
