On the afternoon of May 18, Wei Zhaohui, secretary of Huaihua Municipal Party Committee, presided over a meeting to handle key issues of the masses' complaint letters and requests on natural resource development and urban-rural construction, as well as to tackle historical problems of real estate of the city. She emphasized the need to thoroughly study and implement general secretary Xi Jinping’s important directives on strengthening and improving proper measures to handle the masses' complaint letters and requests, earnestly follow the deployment requirements of the CPC Central Committee and Hunan Provincial Party Committee, establish and practice a correct understanding of governance performance, and use the achievements in resolving prominent issues of the masses' complaint letters and requests in key areas to evaluate the effectiveness of learning Xi’s important directives, so as to effectively safeguard the legitimate rights and interests of the public. He Zunqing, deputy secretary of Huaihua Municipal Party Committee and secretary of the Political and Legal Affairs Commission of Huaihua Municipal Party Committee, attended the meeting. Also in attendance were Li Weilin, Yin Peiguo, Hu Heping, Xiang Rulian, and He Weiying, all of whom are key members of the leading group of Huaihua Municipal Government.
After listening to reports from Huaihua Municipal Joint Office of Handling Masses' Complaint Letters and Requests, Huaihua Municipal Office of Heritage, Huaihua Municipal Political and Legal Affairs Commission, Huaihua Municipal Natural Resources and Planning Bureau, and Huaihua Municipal Housing and Urban Rural Development Bureau, Wei pointed out that the issues of handling the masses' complaint letters and visits in the fields of natural resources, urban and rural construction, and historical issues of real estate of the city are related to the most direct and practical interests of the people. All related departments of the city should enhance their political stance, firmly establish the value orientation of “Handling the masses' complaint letters and requests for the interests of the people”, and effectively resolve the masses' complaints and requests with care and heart.
Wei emphasized the need to strengthen the implementation of responsibilities, strictly implement the “321” mechanism for resolving the masses' complaints and requests assigned to specific officials, and tighten the supervision of local management, industry departments, and corporate entities. She added that efforts should also be made to strengthen key research and development, systematically sort out the masses' high-frequency complaints and requests, group demands, and common petitions, clarify the division of responsibilities for the masses' complaints and requests on key issues, adhere to the principle of “handling each case with specific policy based on different category”. In addition, we need to strengthen the crackdown on illegal activities in accordance with the law, increase the intensity of the crackdown on illegal activities, and at the same time maintain the rule of law on resolving the masses' complaints and requests, guiding the masses to reflect their demands in a legal, rational, and orderly manner. We also need to strengthen collaboration and coordination among city leaders, related governmental and judicial departments, as well as between cities and counties (districts), in order to achieve top-down and horizontal coordination and consolidate a strong working force. We need to strengthen dispatch and supervision too. The Municipal Joint Office of Handling Masses' Complaint Letters and Requests and the Municipal Office of Heritage should regularly submit problem reports, accurately analyze bottlenecks, and achieve a batch of reports, research, and solutions to promote substantive resolution of problems. Finally, we need to strengthen the establishment of regulations and systems, improve the standardization of systems such as land acquisition, demolition, resettlement, construction approval, and pre-sale fund management, and promote the legalization for resolving the masses' complaints and requests.
The meeting also studied specific issues of the masses' complaints and requests.
