On the morning of April 27, Huaihua Municipal Party Committee and Municipal Government held a meeting to analyze the economic situation in the first quarter of 2026, review the initiative of “The Year of Serving for Enterprises” , and summarize and evaluate the annual assessment for 2025. The meeting was presided over and addressed by Xu Zhongjian, secretary of Huaihua Municipal Party Committee. Wei Zhaohui, deputy secretary of Huaihua Municipal Party Committee and mayor of Huaihua Municipal Government, made arrangements and deployments in the meeting. Li Wanqian, director of Huaihua Municipal People’s Congress Standing Committee, attended the meeting. Also in attendance were Peng Xundan, Li Weilin, Yin Peiguo, Zheng Xiaohu, and Hu Chen, all of whom are key members of the leading group of Huaihua Municipal Government.
It was pointed out in the meeting that the overall economic operation of Huaihua city in the first quarter of 2026 was stable and steady, with steady growth in major economic indicators. The overall trend of the three industries was positive, and there was sufficient momentum for new engines of economic growth. The overall social situation was safe and stable, and the development momentum of catching up and rising was maintained. At the same time, there are also some difficulties and challenges in development, with obvious shortcomings and weaknesses. All related departments of the city should thoroughly implement the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, the Central Economic Work Conference, and the important speeches and instructions of general secretary Xi Jinping on Hunan's work, firmly establish and deeply practice the correct view of political achievements, conscientiously implement the deployment requirements of Hunan Provincial Party Committee and Hunan Provincial Government, comprehensively and accurately grasp the current economic situation, strengthen confidence, boost enthusiasm, press forward, focus on problems and weaknesses, anchor goals and focus on key areas, strengthen economic operation and scheduling, and work hard in the second quarter, so as to achieve the established economic goals for the first half of the year and to lay a solid foundation for achieving the economic goals and tasks for the entire year.
It was emphasized in the meeting the need to tap and expand consumption, fully stimulate consumption potential, and accelerate the cultivation of new economic growth points. As a result, great efforts should be made to break through the current situation and enhance foreign trade, vigorously implement the cultivation project of export-oriented enterprises, and consolidate the foundation for the recovery of foreign trade. Great efforts should also be made to achieve stable and efficient agricultural production by focusing on spring plowing, stabilizing the planting area of grain, vigorously developing characteristic advantageous industries, and effectively enhancing the added value of agricultural products. In addition, we need to improve quality and efficiency of industry with proper policies by deeply implementing high-quality development actions for key industrial chains, promoting substantial progress in key industrial investment projects, and accelerating the cultivation and development of new quality productive forces. On investment, we need to accelerate incremental growth, accelerate project construction, and focus on improving project commencement rate, investment completion rate, and on-time completion rate. What’s more, the bottom line of safety production should be firmly maintained, key livelihood projects at the provincial and municipal levels should be pushed forward, feedback problems from central ecological and environmental protection inspections should be continuously rectified, safety production risks and hidden dangers should be thoroughly investigated and rectified, potential conflicts and disputes should be prevented and resolved at the source, flood prevention and disaster relief should be paid attention to, and efforts should be made to ensure overall social stability.
It was stressed in the meeting the need to fully promote the deepening and implementation of the initiative of “The Year of Serving for Enterprises” by firmly establishing the concept of “government is for offering service and leadership is also for offering service to enterprises” and “serving enterprises is serving economic development”. Therefore, we should always treat entrepreneurs as our own family members and their business as our own family affairs. We should spare no effort to support enterprises’ development, truly making the vast number of enterprises feel good and gain benefit. In addition, we should deeply promote the initiative of respecting business and valuing enterprises throughout society, providing full cycle services to enterprises, empowering industries throughout the entire chain, and protecting their rights and interests in all aspects, so that entrepreneurs can operate and invest with peace of mind. We should highlight problem orientation, identify the crux of the problem, refine work measures, implement scientific management, and make immediate changes if possible. For those problems that cannot be solved temporarily, we must strive to deal with them properly as soon as possible by improving our management and service.
It was underscored in the meeting the need to adhere to the leadership’s leading role, cultivate a strict and practical work style, strengthen comparison and catching up with each other, so as to effectively unite a strong force to promote economic development.
At last, the heads from various counties, Hecheng District, Huaihua High tech Zone, and Economic Development Zone of Huaihua International Land Port delivered speeches and made reports respectively on the economic operation of the city in the first quarter of 2026, the initiative of “The Year of Serving for Enterprises”, the construction of key projects, and the results of the 2025 annual assessment, etc.
