Recommendations for Huaihua’s 15th Five-Year Plan of Huaihua
Recommendations of the CPC Huaihua Municipal Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development of Huaihua City

The 10th Plenary Session of the 6th CPC Huaihua Municipal Committee earnestly implemented the guiding principles of the 4th Plenary Session of the 20th CPC Central Committee and the 9th Plenary Session of the 12th CPC Hunan Provincial Committee. It conducted an in-depth analysis of the current situation and tasks of economic and social development in the city, and put forward the following recommendations on formulating the 15th Five-Year Plan for national economic and social development of Huaihua City.
I. Vigorously implement the Five New Missions and Four Orientations Strategy and strive to build a regional central city at the junction of Hunan, Hubei, Chongqing, Guizhou and Guangxi provinces
1. Momentous achievements made in the city’s development during the 14th Five-Year Plan period. The development course of Huaihua during the 14th Five-Year Plan Period has been extraordinary and remarkable. Under the strong leadership of the CPC Central Committee and the CPC Hunan Provincial Committee, the CPC Huaihua Municipal Committee has united and led people of all ethnic groups across the city to firmly focus on the grand blueprint of the Three Highlands and Four New Missions Strategy, further implement the Five New Missions and Four Orientation Strategy, and launch a new round of entrepreneurial endeavors. We have seized opportunities, risen to challenges, and forged ahead with unwavering determination. We have withstood the severe impact of the global pandemic, effectively addressed the downward economic pressure and the impact of unprecedented torrential rains and floods. We have resolved a number of long-standing issues of great concern to the public and accomplished many major undertakings crucial to long-term development, thus opening a brand-new chapter in Huaihua’s development. Our comprehensive strength has scaled new heights, with the regional GDP exceeding 200 billion yuan. Solid progress has been made in high-quality development, and infrastructure has been continuously improved, presenting a strong momentum of catching up and rising in economic and social development. New breakthroughs have been achieved in opening-up. The Huaihua International Land Port has taken shape and gained momentum, and the “Three 1,000s” targets have been accomplished ahead of schedule. Huaihua has successfully joined the “13+2” Inter-provincial Consultative and Cooperative Mechanism for the New Western Land-Sea Corridor, and hosted major events such as the 11th Global Forum for Hunan Entrepreneurs and two sessions of the Hunan RCEP Economic and Trade Expo. New breakthroughs have been made in industrial revitalization. The “5+10” modern industrial system has taken initial shape, and industries with distinctive local advantages have witnessed vigorous development. The campaigns of Investment Promotion Year and Project Construction Year have yielded substantial results. The number of “Four-Tier” enterprises has exceeded 3,000, and that of industrial enterprises above designated size has surpassed 1,000.
New breakthroughs have been made in coordinated development. Significant progress has been achieved in the integration of Hecheng District and Zhongfang County, and the urban image and appearance have been completely transformed. Achievements in poverty alleviation have been further consolidated and expanded, solid progress has been made in comprehensive rural revitalization, and the county economy has maintained steady development. New achievements have been made in the integration of culture and tourism. The 5th Hunan Tourism Development Conference, hosted by Huaihua, has been a complete success, making Huaihua’s cultural and tourism sector a nationwide hit. Fresh progress has been made in reform and innovation. Steady steps have been taken to further deepen the all-round reform, and the business environment has been constantly optimized. Scientific and technological innovation has been vigorously advanced. New results have been achieved in improving people’s well-being. The income of urban and rural residents has steadily increased, and solid progress has been made in building regional centers for medical care, education and consumption. The social security network has been further improved, and cultural undertakings have flourished. New achievements have been made in building a beautiful Huaihua. The city has been approved as one of the first national pilot areas and the only pilot area in Hunan province for the ecological product value realization mechanism, and remarkable results have been achieved in a series of campaigns in the tough battle against pollution. New progress has been made in ensuring security and stability. Risks in areas such as local government debt and the real estate sector have been effectively prevented and controlled, the capacity for disaster prevention, mitigation and relief has been further enhanced, and overall social harmony and stability have been maintained. New advances have been made in Party building. The all-round and strict governance of the Party has been further promoted, the political ecosystem has been continuously optimized, and the atmosphere for officers and entrepreneurs to work hard has become increasingly strong. The fundamental reason for these remarkable achievements lies in the navigation and leadership of the Party Central Committee with Comrade Xi Jinping at its core and the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. They are also the result of the care and support from the CPC Hunan Provincial Committee and the Hunan Provincial People’s Government, as well as the unity, solid work and efforts to overcome difficulties by the vast number of cadres and people in the city.
2. The development landscape of the city will face complex and profound changes during the 15th Five-Year Plan period. This period represents a critical phase for China to consolidate the foundation and make all-out efforts to basically realize socialist modernization; a crucial juncture for Hunan Province to advance toward the grand blueprint of Three Highlands and Four New Missions and strive to write a Hunan chapter in Chinese-style modernization; and a pivotal stage for our city to carry forward the second undertaking and accelerate its pursuit of development. Opportunities coexist with risks and challenges in this process. From an external perspective, the once-in-a-century changes in the world are accelerating, a new round of scientific and technological revolution and industrial transformation is making breakthroughs at a faster pace. The supporting conditions and fundamental trends sustaining China’s long-term sound economic growth remain unchanged. Hunan’s locational advantage as a region linking the east and west, connecting the south and north and the construction of the “Three Highlands” are fostering new development opportunities. From the perspective of our own development, strong support from national and provincial strategies is in place. Initiatives including the Huaihua International Land Port, the “5+10” modern industrial system, the integration of Hecheng District and Zhongfang County, and the integration of culture and tourism have cultivated new development strengths. The time is ripe and the momentum is building for Huaihua to develop into a regional central city at the junction of five provinces. The world is confronted with intertwined turbulence and escalating instability, posing severe challenges to the steady growth of the global economy. Domestically, prominent problems persist, such as insufficient effective demand, unbalanced and inadequate development, and arduous tasks in industrial transformation and upgrading. For our city, there remain pressing issues including the low quality and efficiency of economic development, weak industrial foundation, a considerable backlog in infrastructure construction, and a complex interplay of potential safety risks and hidden dangers.
All people across the city must deeply comprehend the decisive significance of the Two Establishments, strengthen the Four Consciousnesses, enhance the Four Matters of Confidence, and uphold the Two Upholds. We must scientifically grasp the underlying trends of development, maintain strategic resolve, boost confidence in success, proactively identify, adapt to and steer changes, and overcome difficulties, defuse risks and meet challenges with a proactive historical spirit. We will strive to achieve new and greater progress in high-quality development and build Huaihua into a regional central city at the junction of five provinces.
II. Guidelines and main objectives for economic and social development during the 15th Five-Year Plan Period
3. Guiding ideology. We shall adhere to Marxism, Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Important Thought of Three Represents, and the Scientific Outlook on Development, and fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We will thoroughly apply the guiding principles of the 20th National Congress of the Communist Party of China and all plenary sessions of the 20th Central Committee, and fully put into practice the spirit of General Secretary Xi Jinping’s important speeches, instructions and directives on Hunan’s development. Centering on the grand blueprint of Three Highlands and Four New Missions Strategy, we will promote the coordinated implementation of the Five-Sphere Integrated Plan and the Four-Pronged Comprehensive Strategy. We will fully, accurately and comprehensively apply the new development philosophy, take the initiative to serve and integrate into the new development pattern, adhere to the general principle of making progress while maintaining stability, and focus on economic development as the central task. With high-quality development as the underlying theme, reform and innovation as the fundamental driving force, meeting the people's growing needs for a better life as the ultimate goal, and full and rigorous self-governance of the Party as the fundamental guarantee, we will strive to achieve an effective improvement in the quality and a reasonable growth in the quantity of the economy. We will take solid steps toward promoting well-rounded human development and common prosperity for all people, and ensure decisive progress in basically realizing socialist modernization of Huaihua.
4. Guiding principles
Uphold the Party’s overall leadership. We will resolutely uphold the authority and centralized, unified leadership of the Party Central Committee, enhance the Party’s capacity to chart the course, craft overall plans, formulate policies, and promote reforms. We will ensure that Party leadership runs through all aspects and the whole process of economic and social development, thereby providing a fundamental guarantee for the socialist modernization drive of the city.
Put the people first. We will respect the people’s dominant position, rely closely on the people, and pursue common prosperity. We will promote social fairness and justice, improve people’s well-being, safeguard the fundamental interests of the people, wholeheartedly address people’s concerns, continuously improve their living standards, and ensure that the fruits of modernization benefit all people more equitably.
Pursue high-quality development. Guided by the new development philosophy, we will develop new quality productive forces in light of local conditions, coordinate the expansion of domestic demand with the deepening of supply-side structural reform, accelerate the cultivation of new growth drivers, promote the optimization and upgrading of the economic structure, enhance the quality of new increments, revitalize existing stocks, and boost the sustained and sound economic development and all-round social progress.
Advance comprehensive and in-depth reform. We will focus on removing deep-seated institutional and systemic obstacles that hinder high-quality development, and push for further comprehensive and in-depth reform to achieve tangible results. We will advance high-standard opening-up, and continuously strengthen the driving force for development and social vitality.
Combine an efficient market with a capable government. We will give full play to the decisive role of the market in resource allocation and better leverage the role of the government. We will establish a unified, open, competitive, and orderly market system, continuously improve the business environment, and foster an economic order that is both dynamic and well-regulated.
Balance development and security. We will consolidate security in the course of development and pursue development in the context of security. We will strengthen bottom-line thinking, improve the social governance system, effectively prevent and resolve various risks, enhance economic and social resilience, and safeguard the new development pattern with a new security framework.
5. Overall approach
We will focus on the overarching goal of striving to build a regional central city at the junction of five provinces. We will leverage our two major locational advantages: Huaihua serves as the intersection of the New Western Land-Sea Corridor and the Shanghai-Kunming Corridor, and the junction of the strategies for the rise of the central region and the large-scale development of the western region. We will fully stimulate the three driving forces of deepening reform, expanding opening-up, and scientific and technological innovation. We will make solid efforts in four key areas: port development, industrial growth, urban construction, and cultural and tourism integration. We will resolutely safeguard the five bottom lines, namely food security, work safety, ecological environment protection, local government debt risks, and the prevention of large-scale return to poverty. We will continue to vigorously implement the Five New Missions and Four Orientations Strategy.
6. Main objectives
Strive to build a regional central city at the junction of five provinces. We will strive to raise the total economic output to a new level of 300 billion yuan, achieve remarkable results in high-quality development, steadily improve the quality and efficiency of economic development, give full play to development potential, continuously optimize the economic structure, and significantly enhance development coordination. Major progress will be made in advancing new-type industrialization, IT application, urbanization and agricultural modernization. We will accelerate the development of a regional hub for commerce and logistics, education and medical services, as well as consumption and tourism distribution, and notably elevate the city’s capacity for industrial leadership, external radiation and population carrying.
Accelerate the development of an open and dynamic city. New breakthroughs will be made in further deepening reform across the board. The Huaihua International Land Port will be built into a first-class international land port, and the Huaihua ASEAN Freight Hub will take shape. The inland open economic system will be further refined, and a comprehensive, multi-level and wide-ranging new pattern of opening-up will be basically formed.
Accelerate the development of an innovation-driven and entrepreneurial city. A modern industrial system will be basically established, and a number of regionally competitive industrial clusters will grow stronger. Breakthroughs will be achieved in fostering 10-billion-yuan enterprises, 100-billion-yuan industries and 100-billion-yuan industrial parks. The overall strength of scientific and technological innovation and the efficiency of the innovation system will be greatly enhanced, and the environment for innovation and entrepreneurship will be comprehensively optimized.
Accelerate the development of an eco-friendly city with cultural and tourism appeal. Significant progress will be made in building a pilot zone for realizing the value of ecological products. A green mode of production and life will be basically formed, the total discharge of major pollutants will continue to decline, and the ecological environment will be more beautiful. The vitality of cultural innovation and creation will be further boosted, the integration of culture with technology and tourism will be continuously enhanced, total tourism consumption will exceed 100 billion yuan, and Huaihua will be built into a national tourist resort.
Accelerate the development of a livable and smart city. New progress will be made in achieving high-quality and full employment, residents’ income will grow steadily, the level of equalization of basic public services will be significantly improved, and people’s quality of life will be continuously enhanced. The level of social civilization will be further raised, risks in key areas will be effectively prevented and resolved, the security barrier will be further consolidated, and new achievements will be made in building a safe and law-based Huaihua. The digital transformation of the city will be advanced in all fields, and urban public facilities will basically undergo digital upgrading and intelligent operation.
On this basis, we will work hard for another five years. By 2035, the city’s total economic output will reach a new level, its overall strength will be greatly enhanced, its status as a regional central city will be more prominent, people will enjoy a better life, and basic socialist modernization will be basically achieved.
III. Accelerate the construction of a first-class international land port and foster a new pattern of open development with internal and external linkages
Proactively align with and integrate into major national strategies such as the Belt and Road Initiative, the New Western Land-Sea Corridor and the Guangdong-Hong Kong-Macao Greater Bay Area. We will leverage the strategic fulcrum role of Huaihua International Land Port, make good use of various opening-up platforms and resources, and continuously expand high-standard opening-up.
7. Vigorously upgrade the hub function of the land port. Strive to be included in the landmark projects of Hunan Province’s reform and opening-up highland. Proactively apply for the construction of platforms such as Cross-Border E-Commerce Comprehensive Pilot Zones, Bonded Logistics Centers (Type B) and customs-designated supervision venues. Further advance the integrated development of port, industry and city, promote the in-depth integration of channels, hubs, commerce and industries, and accelerate the formation of a port-vicinity industrial system with port-vicinity processing and manufacturing as the mainstay, and commercial and trade services and modern logistics as the two wings. Speed up the construction of the Huaihua International Land Port project along the New Western Land-Sea Corridor, continuously improve supporting facilities including railway spur lines, warehouses, storage yards and multimodal transport systems, support the development of key county-level port areas, and enhance the cargo-collecting capacity of the inland port. Promote the regular, networked and branded operation of freight trains. Build a cold-chain featured inland port and develop a distribution and trading market for fresh products. Actively seek national policy support for the construction of a smart port. Focus on developing an AI-enabled land port.
8. Continuously deepen regional opening-up and cooperation. Rely on the New Western Land-Sea Corridor and the Shanghai-Kunming Corridor, actively expand international logistics corridors, and form a four-directional network connecting Northeast Asia in the east, Central Asia and Europe in the west, ASEAN and Africa in the south, and Russia in the north. Strengthen exchanges and cooperation with other cities and prefectures in Hunan Province as well as key domestic cities including Chongqing, Nanning, Kunming, Guiyang, Chengdu, Guangzhou, Shenzhen, Shanghai and Wuhan. Deepen strategic cooperation with domestic and international ports such as Guangxi Beibu Gulf Port, Guangdong Zhanjiang Port, Hainan Yangpu Port, Laos Thanaleng Port, Thailand Laem Chabang Port, Vietnam Ho Chi Minh City Port and Hai Phong Port, Cambodia Sihanoukville Autonomous Port and Singapore Port. Implement the inter-provincial consultation and cooperation mechanism of the “13+2” provinces and regions along the New Western Land-Sea Corridor, and explore the establishment and improvement of mechanisms for inter-regional cargo source coordination, industrial collaboration and benefit sharing. Develop the ASEAN Freight Hub in Huaihua to high standards. Focus on upgrading the development level of China-Europe Railway Express.
9. Steadily expand institutional opening-up. Actively align with high-standard international economic and trade rules, deepen the precise application of rules such as the Regional Comprehensive Economic Partnership (RCEP). Launch pilot programs for the customs transit of imported goods via the New Western Land-Sea Corridor, promote economic and trade cooperation in areas such as cross-border financial leasing, barter trade and entrepôt trade, explore the construction of the RCEP (Huaihua) Economic and Trade Cooperation Demonstration Zone, and develop the Huaihua Coordinated Linkage Zone of China (Hunan) Pilot Free Trade Zone to a high level. Make full use of the upgrading policies under Version 3.0 of the China-ASEAN Free Trade Area (CAFTA), expand cooperation with ASEAN countries in digital economy, green economy and supply chains, and explore the construction of “Two Countries, Twin Parks” projects. Build a distinctive financial service platform for the inland port integrating functions such as credit investigation services, cross-border settlement and comprehensive financing. Promote the specialized and distinctive development of the Legal Affairs Zone of Huaihua International Land Port to better serve and guarantee foreign trade. Innovate and develop the Hunan (Huaihua) RCEP Economic and Trade Expo, and push for its upgrading from a transaction-oriented platform to a comprehensive ecosystem. Continuously improve the institutional system supporting the construction of Huaihua International Land Port.
10. Upgrade the quality and level of trade and investment cooperation. Implement the project for nurturing export-oriented enterprises, expand and strengthen foreign trade entities, build a number of export bases, and increase the total volume of foreign trade. Promote market diversification and the integration of domestic and foreign trade, optimize and upgrade trade in goods, vigorously develop the import and processing of products such as cassava, rubber, potash fertilizer and broken rice, actively foster new growth drivers including digital trade, intermediate goods trade and green trade, and promote the clustered development of cross-border e-commerce and market procurement trade. Vigorously develop trade in services and implement the negative list for cross-border trade in services. Promote the integrated development of trade and investment, and expand new models such as “cross-border e-commerce + overseas warehouses + industrial belts”.
IV. Vigorously develop a modern industrial system and consolidate the foundation of the real economy
We will adhere to the orientation of intelligentization, greenization and integration, focus on three key areas: distinctive features, industrial chains and industrial upgrading, develop new productive forces in light of local conditions, and build a modern industrial system with advanced manufacturing as the backbone.
11. Expand and strengthen distinctive advantage industries. We will prioritize the development of five pillar industries, namely advanced manufacturing, pharmaceutical and healthcare, modern agriculture, commerce and logistics, and cultural tourism. We will continue to cultivate a number of 10-billion-yuan and 50-billion-yuan industrial clusters, and strive to achieve a breakthrough in developing 100-billion-yuan industrial clusters. We will expand and strengthen distinctive advantage industries such as bags and luggage, traditional Chinese medicine, bamboo industry, green mining and seed industry. Efforts will be made to promote the branding and upgrading to high-end of the bags and luggage industry, and build Huaihua into an international hub of bags and luggage; push forward the full-chain development of the TCM industry, and develop Huaihua into a Southern China TCM Valley and a TCM distribution and trading center targeting the ASEAN market; boost the development of a new full-bamboo industry focusing on bamboo-for-plastic substitution, and build a national base for bamboo-based new material manufacturing and export trade; drive the intensive development of green mining, and strive to achieve the goal of building a 100-billion-yuan industrial cluster; promote the transformation and application of seed industry innovation achievements, and accelerate the construction of an international capital of seed industry; accelerate the development of machinery and equipment, new energy and its equipment, bio-based new materials, electronic components, food and other industries. We will steadily advance the “Smart Transformation for Thousands of Enterprises” initiative, promote the in-depth integration of the real economy and the digital economy, and develop smart manufacturing, green manufacturing and service-oriented manufacturing, while speeding up the technological transformation and upgrading of traditional industries such as hydropower, mining, metallurgy and chemical engineering. We will cultivate and expand emerging industries such as new materials, new energy and low-altitude economy, and make plans for the development of future industries.
12. Advance industrial chain development. We will fully implement the “chain chief system”, improve the development model of “chain chief + chain-leading enterprise + industrial park”, and enhance the resilience and competitiveness of industrial and supply chains. We will carry out rolling actions for the high-quality development of key industrial chains, with a stronger focus on strengthening, supplementing and extending industrial chains. We will transform investment promotion methods, innovate models such as industrial chain investment promotion and application scenario-based investment promotion, and continue to promote the return of Hunan merchants and their entrepreneurship in their hometowns. We will promote the effective integration of innovation chains, industrial chains, capital chains and talent chains. We will support the development of specialized, sophisticated, unique and innovative enterprises, high-tech enterprises and technology-based small and medium-sized enterprises, and cultivate a number of little giant enterprises, single-product champion enterprises, unicorn enterprises and listed companies.
13. Promote the high-quality and efficient development of the service sector. We will implement the initiative to expand capacity and improve quality of the service sector, focus on developing producer services such as modern logistics, business services, science and technology services, information services, inspection and testing, modern finance and human resources, and promote their upgrading towards specialization and the high end of the value chain. We will facilitate the high-quality, diversified and convenient development of consumer services. We will enhance the level of integrated development of modern services with advanced manufacturing and modern agriculture, build a full-chain service system covering R&D, incubation and industrialization, and advance the digital and intelligent transformation of the service sector.
14. Improve a sound ecosystem for industrial development. We will further improve the institutional mechanisms of industrial parks to serve industries and keep close to the market, coordinate the differentiated layout and coordinated development of industries, and strive to achieve a breakthrough in developing 100-billion-yuan industrial parks. We will actively promote the “Yushu Co-construction” industrial park model. We will strengthen the development of quality, standards and metrology, and implement the brand upgrading project. We will improve policies supporting the development of distinctive advantage industries, establish a growth mechanism for industrial investment, make good use of industrial development guidance funds, and attract patient capital and long-term capital.
V. Pursue integrated development of Hecheng-Zhongfang as the Core and promote coordinated regional development
Aligning with and integrating into the national strategy for coordinated regional development, we will leverage our geographical advantages as a strategic pivot and vital gateway and an inter-regional connectivity hub, give play to the role of Hecheng District and Zhongfang County as the core growth engine of integrated development, and foster a new pattern of interconnected regional development.
15. Raise the level of Hecheng-Zhongfang integrated development under the “single city” vision. Focusing on key areas including infrastructure upgrading, resource sharing, and platform enhancement, we will implement landmark projects such as the West Line Diversion of G209 National Highway, drive the connection of infrastructure and seamless linkage of platforms, and strive to expand the built-up area of the central urban area to 110 square kilometers with a population of 1.1 million. We will accelerate the integrated development of the “Three Districts and One County”, vigorously promote institutional innovation, break down administrative barriers, and advance reforms for the integrated allocation of factors such as talent, capital, technology and data. We will work to build a young people-friendly city and enhance its capacity to attract young talent.
By taking Hecheng-Zhongfang integrated development as the guiding force, we will focus on co-building major transportation corridors, coordinating industrial backup systems, and pursuing win-win opening-up cooperation. We will actively align with major national strategies including the Rise of Central China, Western Development, Yangtze River Economic Belt, and Chengdu-Chongqing Twin City Economic Circle. We will promote regional collaboration along the Hunan-Guizhou border, support the construction of the Dalong-Xinhuang Economic Cooperation Park and the Mayang-Fenghuang-Tongren Tourism Cooperation Zone, lead and drive pragmatic cooperation in the border areas of Hunan, Hubei, Chongqing and Guizhou, and underpin the development of Huaihua as a regional central city at the junction of five provinces.
16. Drive coordinated and interactive development of the “One Core, Two Belts and Three Zones” Framework. We will leverage the core effect of Hecheng District and Zhongfang County to drive the development of other counties and districts. The Shanghai-Kunming Corridor Economic Belt will focus on connecting with the China-Laos Economic Corridor and deepen economic and trade cooperation with ASEAN. The Zhangjiajie-Jishou-Huaihua-Baotou-Maoming Corridor Economic Belt will prioritize the joint development of the Zhangjiajie-Jishou-Huaihua-Guangxi Golden Tourism Belt, creating a north-south vertical corridor for industrial linkage and cultural-tourism coordination. We will promote the coordinated and interactive development of three major regional clusters: the Northern Yuanling-Chenxi-Xupu Characteristic Industry Development Zone, the Southern Hongjiang-Huitong-Jingzhou-Tongdao Ecological and Cultural Tourism Pilot Zone, and the Western Mayang-Xinhuang-Zhijiang Inter-Provincial Border Area Cooperation and Development Demonstration Zone. We will vigorously advance the revitalization and development of old revolutionary base areas and ethnic minority areas.
17. Optimize the territorial spatial development pattern. We will strengthen the implementation of the main functional area strategy, maintain the overall stability of the spatial structure consisting of urbanized areas, major agricultural production areas and key ecological functional areas. We will strictly enforce the control lines including prime cropland, permanent basic cropland, ecological conservation red lines and urban development boundaries. We will implement differentiated and refined land use regulation by category and region, and improve the level of economical and intensive land use. We will strengthen the alignment and linkage between industrial development planning and territorial spatial planning.
18. Further advance people-centered new-type urbanization. Taking the opportunity of Southwest Hunan being included in the national list of regions with great urbanization potential, we will steadily promote the urbanization of rural migrant workers in a scientific and orderly manner. We will implement the system of providing basic public services based on household registration at the place of residence, and protect the rural rights and interests of farmers who settle in cities. We will advance the construction of urbanization with counties as the key carriers in a categorized manner, promoting the coordinated development and intensive, compact layout of counties, central towns and small towns. Adhering to the path of connotative development, we will vigorously carry out urban renewal projects, and build an innovative, livable, beautiful, resilient, civilized and smart modern people’s city.
IV. Promote in-depth integration of culture and tourism and accelerate the building of a nationally leading tourism and vacation destination
We will adhere to the principle of using culture to shape tourism and tourism to promote culture, shoulder the mission of “enabling people to benefit from the tourism industry”, actively integrate into the Greater Zhangjiajie International Tourism Zone, advance the high-quality development of the cultural and tourism industry, and truly build it into a pillar industry.
19. Upgrade the cultural and tourism landscape of “Three Rivers and One Bay, Four Routes with Multiple Scenic Spots”. We will accelerate the integrated tourism development of Hecheng, Zhongfang, Hongjiang, and Zhijiang, upgrade the “Three Rivers and One Bay” area covering Anjiang, Hongjiang, Zhijiang, and Yushuwan, and promote Hongjiang Ancient Commercial Town in its bid to become a national 5A tourist attraction, as well as Zhijiang County and Hongjiang City in their efforts to be designated as national historical and cultural cities. We will vigorously support the coordinated development of four boutique tourism routes: the eastern route featuring the enchanting Xuefeng Mountain in Xupu, the southern route showcasing Dong and Miao ethnic customs in Huitong, Jingzhou, and Tongdao, the western route focusing on hot springs in Xinhuang and Mayang, and the northern route highlighting scholarly culture in Yuanling and Chenxi. We will promote the formation of an all-for-one tourism development model featuring interconnected scenic spots and linked routes.
20. Promote coordinated development of regional tourism. We will accelerate the development of a regional consumption and tourism distribution center, continuously improve inter-city transportation connectivity and joint cultural and tourism development, achieve resource integration, route linkage, and market sharing, and meticulously plan and launch a number of cross-regional boutique tourism routes. We will strengthen tourism cooperation with Zhangjiajie, Xiangxi Prefecture, Tongren, and Qiandongnan. We will take the lead in developing the tourism of Xuefeng Mountain area to build it into a first-class tourism and vacation destination. We will promote the development of the Hunan-Guizhou-Guangxi Trans-Provincial Cultural and Tourism Cooperation Zone. Focusing on key tourist source markets such as the Guangdong-Hong Kong-Macao Greater Bay Area, Guizhou-Chongqing-Sichuan region, Changsha-Zhuzhou-Xiangtan area, and surrounding regions, we will implement targeted marketing and brand promotion to attract tourists to visit Huaihua.
21. Enrich the supply of high-quality tourism products. We will improve the institutional mechanisms for the integrated development of the “Tourism+” model, strengthen technological empowerment, and continuously deepen innovation in tourism products, business forms, and models. We will vigorously cultivate tourism market entities. Highlighting red resources such as the historic event of Tongdao Red Army Long March Transfer, more efforts will be made to develop the red tourism in Huaihua. Relying on the Beijing-Kunming ancient post road and main tourism routes, we will develop all-for-one self-drive and independent tourism. We will protect and utilize resources such as ancient towns and ancient villages, and develop rural tourism such as residential tourism and wellness tourism. We will expand new scenarios such as “Culture and Tourism + Performing Arts” and “Culture and Tourism + Sports”, and develop cultural and tourism business forms such as study tourism and night-time tourism. We will host the municipal tourism development conference in a pragmatic and market-oriented manner, and continue to hold a series of festival activities including the Qu Yuan Patriotic and Nostalgic Poetry Festival, traditional dragon boat races, and Village Basketball Association tournaments. We will accelerate the construction of key cultural and tourism projects and improve tourism infrastructure such as tourism highways.
22. Continuously polish cultural and tourism brands. We will meticulously plan a series of themed promotions and launch a number of widely influential internet-famous check-in spots. We will deeply promote distinctive cultural and tourism IPs such as “Millennium Commercial Town”, “China’s Scholarly Mountain”, “World Rice Capital”, “World Peace City Zhijiang”, “Most Beautiful Dong Village”, and “World Longevity Town”, and continuously polish the image brands of “Blessed Huaihua” and “the birthplace of hybrid rice”. We will continuously introduce tourism-friendly and visitor-oriented policies, and constantly enhance the reputation and influence of the city.
