On the morning of April 9, Xu Zhongjian, secretary of the Huaihua Municipal Party Committee, conducted an unannounced inspection and supervision tour of towns and townships in Zhijiang, focusing on flood prevention and preparedness, workplace safety, social stability, and on-duty and standby. He emphasized the need to thoroughly study and implement General Secretary Xi Jinping's important instructions on flood control and disaster relief, as well as on maintaining social security and stability. He urged to firmly establish and earnestly practice a correct view on governance performance, and earnestly implement the decisions and arrangements of the Party Central Committee, as well as the requirements of the provincial Party committee, provincial government, municipal Party committee and municipal government. He stressed the importance of strengthening the sense of responsibility of being constantly vigilant and of effectively safeguarding the bottom line of security and stability.
In Lixikou Township, Xu gained a detailed understanding of workplace safety, flood prevention and preparedness, and on-duty arrangements.He pointed out that efforts should be made to take the initiative in flood prevention and disaster relief, effectively strengthen inspections of key areas and sites such as geological disaster-prone zones, mountain ponds and reservoirs, and households in medium and high-risk areas with houses built on cut slopes, and promptly and effectively eliminate potential risks and hazards.Public emergency evacuation drills should be carefully organized and carried out. At the construction site of the danger elimination and reinforcement project at Lixikou Reservoir, Xu learned a great deal about the construction progress and the implementation of safety guarantee measures.He noted that construction should be organized in a scientific manner, taking full advantage of the fine weather. On the premise of ensuring safety and quality, construction progress should be accelerated to ensure full completion before the main flood season arrives.Strict safety supervision measures for mountain ponds and reservoirs during the flood season must be implemented to ensure safe flood control.
In Tuqiao Town, Xu was briefed in detail on workplace safety, flood control material reserves and public convenience services.He stressed that efforts should be made to prepare for major floods, severe disasters and emergency rescues, improve emergency response plans, effectively strengthen the development of primary-level rescue teams and the reserve of flood control materials, and conduct sound emergency drills to ensure rapid response and effective handling in the event of dangers or disasters.Taking public satisfaction as the criterion, all public convenience and benefit services should be implemented in detail to continuously improve service standards.
At the Tuqiao Town Police Station, Xu talked with grassroots police officers and learned in detail about public security in the jurisdiction and the resolution of conflicts and disputes.He pointed out that it is necessary to uphold and develop the "Fengqiao Experience" in the new era, continuously deepen the "co-governance of three sources", improve the grassroots governance system and mechanisms, and effectively resolve conflicts and disputes at the grassroots level and in the embryonic stage, thereby safeguarding social harmony and stability.
