    Exploring a new path for cross-province judicial collaboration: Hunan–Guizhou border judicial practice base is inaugurated

    On April 19, the opening ceremony of the Hunan-Guizhou Border Judicial Practice Base and its first mock trial event were held in Yangjiaoping Village, Guangping Town, Huitong County. Representatives were from the political and legal committees, courts, judicial administrative systems, and border towns and villages of the three counties (Huitong, Jingzhou, Tianzhu) spanning the two provinces of Hunan and Guizhou gathered together. They jointly witnessed the establishment of this new cross-province platform for legal collaboration, working together to chart the path for rule-of-law governance in border areas.

    The Hunan-Guizhou border region shares close geographical, natural, and ethnic ties, with frequent interactions and interconnected production and daily life among residents. However, issues such as boundary ownership disputes and neighborhood conflicts have occasionally arisen, hindering the harmonious development of the border areas. Deepening cross-regional judicial collaboration and strengthening the defense for border harmony are not only concrete actions in practicing the "Fengqiao Experience" in the new era but also important measures to advance the modernization of grassroots governance and meet the people’s needs for a better life.

    At a symposium on coordinated judicial mediation in the Hunan-Guizhou border region, participants delved into key topics such as the development of a joint mediation mechanism for border disputes, the optimization of conflict resolution procedures, and the sharing of judicial resources. They actively shared hands-on experience in resolving border conflicts, further consolidating consensus on cross-regional judicial collaboration and clarifying the direction of future efforts. This has laid a solid foundation for the efficient resolution of border disputes and the maintenance of peace and stability in the border areas in times to come.

    Following the symposium, leaders jointly unveiled the Hunan-Guizhou Border Judicial Practice Base in the presence of on-site guests and border area residents. The base integrates multiple functions, including legal education, dispute mediation, practical training, and cultural exchange. It represents a key initiative to deepen the "Fengqiao Experience" in the new era and address governance challenges in inter-provincial border regions. Its launch marks a new stage of normalized and standardized efforts in judicial practice, legal awareness promotion, and dispute resolution across the three border counties.

    After the ceremony, a unique "Open Class on the Rule of Law" was held in the base's mock courtroom. Under the careful guidance of judges, students from Yangjiaoping Village Primary School conducted a complete mock trial of a "Counterfeit Trademark Case" in the new energy sector. Following the trial, the judges provided real-time commentary on the proceedings and broke down legal provisions in plain language, transforming abstract legal knowledge into tangible, practical understanding. Those present found the session highly enlightening.

    The event also featured a legal culture experience session, where local villagers consulted on various legal issues—such as those related to marriage and family, neighborhood disputes, and land ownership—by browsing legal information displays, stopping by the legal consultation desk, and reading through legal publicity materials. Staff members patiently and meticulously addressed each inquiry, providing practical solutions to their concerns.

    In the future, the three counties will continue to use this base as a core platform, regularly carrying out activities such as legal education and awareness campaigns, cross-regional joint mediation, and judicial theory discussions. They will work to constantly improve collaboration mechanisms, expand areas of cooperation, and enhance the effectiveness of joint efforts. Together, they aim to build a model example of rule-of-law construction in border areas, contributing solid judicial wisdom and strength to advancing rural revitalization as well as ethnic unity and progress.
