A city-wide meeting was held to promote the improvement of rural living environment. The meeting emphasized the need to adhere to the general principle of "categorized and orderly, area-based promotion", break down administrative boundaries, coordinate regional resources, promote the "five-sharing and five-beauty" model across Huaihua, and continuously consolidate the achievements of rural living environment improvement. 

The meeting stressed that, guided by the goal of creating an "upgraded version" of rural living environment improvement, efforts should be made to integrate rural construction, rural governance, and rural development. Policies should be implemented according to categories of consolidation and improvement, vigorous construction, and active preparation, striving to achieve the goal of beautiful villages across the entire region as soon as possible. 

The meeting also emphasized the need to continuously strengthen the "five governance" efforts. In the spirit of the meeting, to improve people's livelihoods by addressing toilet issues, we will explore governance models tailored to local conditions and conduct regular inspections and rectifications of problematic toilets. To protect the environment by addressingthe issue of sewage, we will coordinate the treatment of domestic sewage and black and odorous water bodies. To improve the environment by addressing the issue of garbage, we will improve the collection, transportation, and disposal system and promote source separation and reduction. To improve the appearance of rural housing, we will standardize rural housing construction, renovate dilapidated walls, while preserving the local charm. To cultivate new customs and traditions, we will continuously rectify outdated customs and bad habits, ensuring that environmental beauty and rural charm complement each other. We must continuously strengthen the initiative and activating the power of the masses, increase the promotion of exemplary models, improve the "masses propose—joint discussion—decision by show of hands—evaluation by all" deliberation mechanism, and promote evaluation models such as "three leaders + points", transforming the notion of "I have to do it" into the notion of "I want to do it". We must continuously strengthen the driving force of the "beautiful country economy", deepen integrated development, create distinctive models, broaden income channels, and ensure that the masses are both environmental improvers and beneficiaries of the "beautiful country economy". We must continue to strengthen long-term mechanisms to enhance resolve, build a robust management and maintenance team, innovate management and maintenance models such as "farmer self-maintenance + village collective maintenance", implement the "three guarantees in front of the door" system, and shift from concentrated efforts to a focus on both construction and management. We must continue to strengthen organizational support to aggregate strength; CPC committees and governments at all levels must shoulder their primary responsibilities, strengthen inter-departmental coordination and linkage, and encourage broad public participation to ensure the work is implemented effectively. 

Before the meeting, attendees inspected the on-site improvement of the living environment in Gongping Community of Gongping Town and Taohuaxi Village of Zhijiang Town.
