On March 30, reporters learned from the Huaihua Municipal Bureau of Industry and Information Technology that the city has vigorously carried out initiatives supportive of university student startups, solidly advancing the implementation and effectiveness of various assistance tasks since the very beginning of this year.
It is reported that a comprehensive survey citywide has been conducted by the industry and information technology department of the Huaihua Municipal Government in collaboration with the market supervision and human resources departments of the Huaihua Municipal Government. The focus has been on a thorough screening of enterprises registered since 2023 within its jurisdiction, with university students serving as legal representatives or core founding team members. This has led to the preliminary establishment of a basic information database for university student startups, which currently includes 1,059 enterprises.
For these enterprises, the Huaihua Industry and Information Technology Department has carried out verification by district, accurately identifying their needs. With an emphasis on key enterprises, the department has implemented targeted and tailored assistance. To date, this targeted support has helped enterprises resolve six practical problems and secure 10.8 million yuan in development funding.
"Among the 68 enterprises that have expressed their specific needs, 24 with prominent issues and urgent demand for assistance have been selected. It has been decided that deputy division-level or above leading cadres of the Municipal Industry and Information Technology Bureau will provide 'one-to-one' targeted contact assistance, establishing a closed-loop service mechanism featuring leadership responsibility and dedicated follow-up," a relevant official from the bureau remarked.
The official in charge stated that Huaihua, in its next move, will leverage the existing public service platform for small and medium-sized enterprises to add a dedicated service section for university student startups. This section will regularly publish lists of enterprise needs and available resources. Additionally, a "Guide to Entrepreneurship Policies for University Students in Huaihua" will be compiled and distributed precisely through both online and offline channels.
Efforts will continue to be made in order to carry out policy briefings and specialized guidance, and implement policies such as tax incentives, entrepreneurship subsidies, and venue support. This will promote the intelligent matching of policy information with the needs of university student startups. A multi-departmental collaborative mechanism will be further enhanced.
