On April 18, a “face-to-face” human resources cooperation and coordination meeting of the border regions of five provinces (Hunan, Hubei, Chongqing, Guizhou, and Guangxi) was held at the east campus of Huaihua University. As a key supporting event of the “Intelligence Gathering in Huaihua·Talent Cultivation for Land Port” initiative for 2026, the meeting attracted representatives from the service industry and associations of human resources of various cities or counties across the border region of the five provinces to discuss regional human resource collaboration and explore new pathways for win-win cooperation.
The meeting focused on seeking regional development opportunities, highlighting Huaihua’s proactive integration into national development strategies by making efforts in the Wuling Mountain regions and connecting with economic hubs like the Yangtze River Delta and Pearl River Delta to explore new models of “order-based” training and targeted talent delivery in the fields such as seafarer cultivation and elderly care and home services. During the meeting, the Huaihua Human Resources Service Industry Association called for “cooperative development” among sister associations to share collaboration channels and opportunities in the eastern region.
In the meeting, representatives from various associations conducted in-depth discussions on labor cooperation paths and innovative experiences in human resources services, further consolidating the development consensus of complementary advantages and collaborative efforts. This meeting has established an efficient communication platform, solidified the foundation of multi-party cooperation, and assisted in the high-quality development of human resources service industry in the border regions of the five provinces.
It is reported that in September 2025, under the guidance of the Hunan Provincial Department of Human Resources and Social Security, the Five Province Border Region City (County) Human Resources Association Cooperative Development Alliance, led by the Huaihua Municipal Human Resources and Social Security Bureau, was officially established. Since then, each member association has adhered to the concept of pragmatic cooperation and carried out multiple in-depth collaborations, laying a solid foundation for holding this meeting.
