On the afternoon of April 13th, Xu Zhongjian, secretary of Huaihua Municipal Party Committee and director of the Comprehensive Deepening Reform Commission of Huaihua Municipal Party Committee, presided over a meeting of the Comprehensive Deepening Reform Commission of Huaihua Municipal Party Committee to thoroughly study and implement the spirit of the Third and Fourth Plenary Sessions of the 20th Central Committee of the Communist Party of China and general secretary Xi Jinping's important discourse on comprehensive deepening reform, convey and study the spirit of the meeting of the Comprehensive Deepening Reform Commission of Hunan Provincial Party Committee, and study the implementation decisions of related spirits of Huaihua city. Wei Zhaohui, deputy secretary of Huaihua Municipal Party Committee and mayor of Huaihua Municipal Government, and deputy director of the Comprehensive Deepening Reform Commission of Huaihua Municipal Party Committee, and He Zunqing, deputy secretary of Huaihua Municipal Party Committee, secretary of the Political and Legal Affairs Commission of Huaihua Municipal Party Committee, and deputy director of the Comprehensive Deepening Reform Commission of Huaihua Municipal Party Committee, attended the meeting. Also in attendance were Li Weilin, Yin Peiguo, Hu Chen, Hu Heping, and Xiang Rulian, all of whom are high officials of Huaihua Municipal Government.
The meeting attendants reviewed and approved documents such as the “Work Points of the Comprehensive Deepening Reform Commission of Huaihua Municipal Party Committee 2026”, “Implementation Plan for Building a Coordinated Promotion Mechanism for Flood and Drought Prevention and Farmland Replacement in Huaihua City” and “Implementation Plan for Building a Diversified Prevention and Resolution Mechanism for Consumer Disputes in Huaihua City”. The attendants also listened to reports about the progress of the three major areas of deepening reform of medical and health system of Hunan Province .
It was pointed out in the meeting that it is necessary to accurately grasp the reform deployment of the Party Central Committee and Hunan Provincial Party Committee, adhere to the unity of problem orientation, goal orientation, and result orientation, focus on making Huaihua a regional central city in the border area of five provinces, promote the integrated development of land port, industries, urban construction, and tourism, achieve comprehensive rural revitalization, ensure and improve people's livelihoods, and keep the society safe and stable, so as to promote the deep integration of the implementation of the "15th Five Year Plan" with further comprehensive deepening of reform of the city by identifying the entry points and breakthroughs for reform, highlighting and advancing key reform initiatives, and stimulating development momentum through reform breakthroughs.
It was pointed out in the meeting that efforts should be made to build a coordinated promotion mechanism for flood and drought prevention and farmland replacement. In accordance with the overall requirements of "stabilizing total quantity, improving quality, and optimizing layout", new farmland should be added in coordination with water conservancy projects, comprehensive land improvement and high standard farmland construction should be carried out in coordination to improve farmland, and farmland replacement should be carried out in coordination with agricultural land layout to guarantee food and water security.
It was pointed out in the meeting that efforts should be made to build a diversified prevention and resolution mechanism for consumer disputes, take practical measures at the source, strive for breakthroughs in mediation efficiency, and achieve results in key areas. In addition, efforts should be made to create a good experience of for the consumers, so as to make Huaihua truly a regional consumption center in the border area of five provinces.
It was pointed out in the meeting that efforts should also be made to further deepen the reform of the medical and health system by implementing family doctor contract services, strengthening county-level medical communities, and enhancing the medical capabilities of rural doctors, so as to transform more reform achievements into health well-being of the general public.
