On the afternoon of March 25, Xu Zhongjian, secretary of the Huaihua Municipal Party Committee, conducted a special investigation on the systematic management of the water environment in the Taipingxi Basin and presided over a scheduling meeting.

He emphasized that it is necessary to thoroughly study and implement Xi Jinping Thought on Ecological Civilization, earnestly implement the decisions and arrangements of the Party Central Committee and the work requirements of the Provincial Party Committee and the Provincial Government, firmly establish and practice a correct view of political achievements, shoulder the political responsibility of "protecting the clear water of a river well", implement systematic governance,and accelerate the construction of governance projects, thereby ensuring that the governance goals and tasks are completed in stages.

On the morning of March 25, Xu and Wei went to Jinxi North Road to inspect and supervise the progress of the drainage facility renovation project in the area. At the No.1 Old Arch Culvert Pumping Station on Yanhe Road, they learned about the design and implementation progress of the rainsewage diversion renovation project in the area. At the Linhuaqiao section, they examined the water quality of the Taipingxi Stream.

At the scheduling meeting, briefings were heard on the progress of the systematic management of the water environment in the Taipingxi Basin, and specific measures studied and formulated in response to the existing difficulties and problems.

Xu pointed out that the systematic management of the water environment in the basin is a major political task for implementing the rectification work required by environmental protection inspections, as well as an important livelihood project for advancing urban renewal and improving the living environment. In recent years, all relevant departments at all levels have adhered to systematic and scientific governance, and made solid progress in achieving phased results. Nevertheless, we must clearly recognize the existing gaps and difficulties.

We must assume our political responsibilities firmly and fight a tough and overall battle for the systematic management of the water environment in the basin with more concrete measures.

We should continue to make efforts in intercepting pollution and controlling pollution sources: accelerate the construction of sewage interception projects, steadily carry out rain-sewage diversion renovation and overflow outlet improvement, and severely crack down on illegal acts such as secret discharge, leakage discharge, and excessive discharge.

We should continue with our efforts in ecological restoration: conduct regular dredging, river surface cleaning and shoreline improvement, press ahead with the construction of ecological buffer zones, and continuously enhance the water self-purification capacity and improve hydrodynamic conditions.

We should also advance our efforts in long-term management and protection: strictly implement the river chief system, enforce strict law enforcement and supervision, strengthen monitoring of water quality at key sections, key discharge outlets and key pipe networks, so as to detect, warn and resolve problems at an early stage.

Xu emphasized that it is necessary to consolidate and implement work responsibilities. Leading municipal comrades in charge should command from the front line and ensure implementation on the ground; the main responsible comrades of the Party committees and governments of Hecheng District and Zhongfang County should take overall responsibility and lead the promotion; the special work class should give full play to its coordinating role; all functional departments and responsible units should perform their respective duties, cooperate closely, strengthen project approval and fund application, enhance factor guarantee, and intensify follow-up supervision and effectiveness evaluation, so as to promote the implementation of work with greater synergy.
