On the morning of March 6, Xu Zhongjian, Secretary of Huaihua Municipal Party Committee and Director of Huaihua Municipal Party Committee’s Commission for Comprehensive Rule of Law, presided over the Municipal Party Committee's meeting on comprehensive rule of law and the first meeting of the Municipal Party Committee’s Comission for Comprehensive Rule of Law in 2026. The meeting focused on studying and implementing Xi Jinping's thought on the rule of law, implementing the spirit of relevant meetings and documents of the Central Committee and Hunan Provincial Party Committee, hearing relevant reports, reviewing relevant documents, conducting annual legal evaluations, and studying and deploying the work of comprehensively governing the city according to law. He Zunqing, Deputy Secretary of the Municipal Party Committee, Secretary of the Municipal Political and Legal Committee, and Deputy Director of the Municipal Committee for Comprehensive Rule of Law, and Li Wanqian, Chairman of the Standing Committee of the Municipal People's Congress, attended the meeting.
The meeting pointed out that in the past year, the work of comprehensively governing the city according to law has made new progress and achieved new results. At the same time, it is necessary to be clearly aware of the existing gaps and shortcomings. All levels and departments in the city should deeply study and implement Xi Jinping's thought on the rule of law, pay more attention to the coordination of the rule of law with reform, development, and stability, pay more attention to guaranteeing and promoting social fairness and justice, comprehensively promote scientific legislation, strict law enforcement, impartial justice, and universal compliance with the law, comprehensively promote the rule of law in all aspects of work, accelerate the development of a higher-level rule of law in Huaihua, and provide strong legal guarantees for achieving a good start to the "15th Five-Year Plan".
The meeting emphasized the need to safeguard high-quality development through the rule of law, solidly carry out the "Enterprise Service Year" campaign, continuously conduct special actions to regulate administrative law enforcement involving enterprises, protect the property rights and legitimate interests of all types of business entities in accordance with the law, improve long-term mechanisms, and create a stable, fair, transparent, and predictable rule-of-law business environment. It also stressed the importance of ensuring safety and stability through the rule of law, adhering to and developing the "Fengqiao Experience" in the new era, deepening the three-source joint governance, carrying out the fight against organized crime on a regular basis, and continuously promoting the rule of law in petition work. Furthermore, the meeting emphasized the need to improve people's well-being through the rule of law, continuously and deeply carrying out the "Rule of Law for the People" campaign, promoting targeted legal education, improving the public legal service system covering urban and rural areas, and extending high-quality legal service resources to the grassroots and rural areas. Finally, the meeting stressed the need to uphold fairness and justice through the rule of law, continuously regulating the operation of judicial power, improving the mechanism and evaluation system for achieving judicial fairness, building a standardized and efficient system of checks and balances, and continuously improving the quality, efficiency, and credibility of the judiciary. The meeting emphasized the need to advance reform and the rule of law simultaneously, promoting reform within the framework of the rule of law and improving the rule of law through reform practice. Finally, the meeting stressed the need to strengthen Party leadership, tighten and implement responsibilities, insist on leadership by example, build a strong legal team, and promote the effective implementation of the comprehensive rule of law in the city.
