On the morning of March 13, Xu Zhongjian, Secretary of the Municipal Party Committee of Huaihua, presided over a special meeting on the high-quality development of green mining in Huaihua City. He emphasized the need to thoroughly study and implement Xi Jinping's thought on ecological civilization and the spirit of General Secretary Xi Jinping's important speeches and instructions on Hunan's work, earnestly implement the deployment requirements of the Provincial Party Committee and Provincial Government of Hunan, strengthen confidence, seize opportunities, and forge ahead to promote the development of green mining towards the high end of the industrial chain, striving to create the city's first 100 billion yuan industrial cluster. Wei Zhaohui, Deputy Secretary of the Municipal Party Committee and Mayor of Huaihua, participated.
At the meeting, reports were heard from the Municipal Bureau of Industry and Information Technology, and counties and county-level cities, including Yuanling, Chenxi, Xupu, Mayang, Xinhuang, Zhongfang and Hongjiang, on the development of green mining. Representatives from Hunan Chenzhou Mining, Hunan Lanbo Chemical, Hunan Hongxin Industry, and Hongxing (Xinhuang) Fine Chemicals, among others, spoke in turn, offering respective opinions and suggestions. Xu Zhongjian frequently interjected, exchanging views with the company leaders and instructing relevant departments to carefully study and resolve these issues.
Xu Zhongjian emphasized the need to accurately grasp the direction and focus efforts precisely. He stressed the importance of carefully studying and understanding the trends and stages of green mining development, following the laws of industrial development, strengthening forward-looking planning and systematic design, adhering to planning guidance, fully leveraging the leading role of key enterprises, and striving for high-end, green, and integrated development to comprehensively enhance the overall development level of the industrial chain. He also emphasized the need to overcome difficulties and bottlenecks. This includes focusing on the exploration and prospecting of national strategic minerals and the city's advantageous minerals to promote the effective supply of mineral resources. He stressed the importance of extending, supplementing, and strengthening the industrial chain, focusing on cultivating and expanding leading enterprises, precisely attracting strategic investors and downstream enterprises, and promoting the clustered development of the industrial chain. He also emphasized adhering to technological innovation to lead industrial innovation, focusing on high-end application areas, strengthening technological breakthroughs and product research and development, improving the technological content and added value of products, and enhancing market competitiveness. Finally, he stressed the need to pool resources and coordinate efforts to promote progress. The chain leader should take the lead, the industrial chain office should coordinate overall efforts, and municipal departments should perform their respective duties and cooperate closely to form a joint management framework; optimize service guarantees, solidly carry out the "Enterprise Service Year" campaign, and do everything possible to solve the difficulties and pain points of enterprises; strengthen risk and hidden danger investigation and rectification, comprehensively improve the level of intrinsic safety, and firmly safeguard the bottom line of safe production.
Wei Zhaohui pointed out that the focus should be on serving the national new round of mineral exploration breakthrough strategy, strengthening the exploration and development of advantageous mineral resources. Emphasis should be placed on deep processing, expanding high-end application fields, and improving the comprehensive utilization level of mineral resources, she noted, adding that the principle of attracting large-scale and strong enterprises should be upheld, extending the industrial chain, and promoting clustered development, and that ecological environmental protection and governance should be strengthened, and tailings and waste rock resources should be comprehensively utilized to achieve green and sustainable development.
