On March 10, Xu Zhongjian, secretary of the Huaihua Municipal Party Committee, conducted a survey in Huitong County, focusing on project construction, industrial development, rural revitalization, and workplace safety. He emphasized the need to thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, the Central Economic Work Conference, as well as General Secretary Xi Jinping’s important speeches and instructions regarding the work in Hunan. The city must conscientiously implement the deployment requirements of the Provincial Party Committee and the Provincial Government, go all out to advance integrated development that bolsters industry, strengthens the county, and enriches the people, ensure a strong start in the first quarter, and lay a solid foundation for a favorable opening of the 15th Five-Year Plan period.
At the Huitong Port of the Huaihua International Land Port in the Lianshan Industrial Park, Xu got a detailed understanding of the project’s planning and construction progress. He pointed out that Huitong Port is a key project for expanding the functions of the Huaihua International Land Port as an open platform and better driving coordinated development in the adjacent inter-provincial areas. He stressed that, while ensuring project quality and construction safety, the pace of construction should be accelerated to ensure the port is completed and put into use as soon as possible. Relying on the International Land Port, the city should more proactively integrate into the construction of the New Western Land-Sea Corridor, vigorously develop port-related industries, and strive to enhance the level of internal and external openness.
Xu paid visits to the High-Standard Bamboo Demonstration Base in Jinzhu Town, the Integrated R&D Center for Mao Bamboo Resources in Huitong County, and Hunan Dazhuang Bamboo Industry Co., Ltd. Afterwards, he had a better understanding of bamboo resource security, product R&D, and market expansion. He pointed out that, drawing upon the advantages of bamboo resources and seizing policy opportunities, the city should resolutely develop the bamboo industry into a distinctive and competitive local sector. Efforts should be strengthened in technological innovation and product R&D to secure leading positions in niche segments and high‑end fields, while vigorously expanding overseas markets. Attention should also be paid to improving mechanisms that link and benefit farmers, ensuring they gain more from the added value of the industry.
Xu also visited the Huitong Shennong Bencao Garden, where he learned more about the park’s industrial development and the planning and construction of its under‑forest cultivation base. He pointed out that efforts should be strengthened to protect germplasm resources and promote the breeding of improved varieties. Guided by the principles of standardized cultivation, scaled operation, and industrial development, the entire chain of production, processing, and sales of medicinal herbs should be advanced. Emphasis should be placed on integrating agriculture with tourism to create a distinctive cultural-tourism brand that combines herbal cultivation, science education, research, health preservation, and leisure.
At Jinde Mining Co., Ltd. located in Mobin Dong and Miao Ethnic Township, Xu knew more about the enterprise’s production and operation, and inspected the implementation of workplace safety measures on site. He urged the company’s leaders to remember that safety is the greatest benefit, strictly implement primary responsibility for workplace safety, strengthen safety training and education for employees, diligently carry out hazard inspection and rectification, effectively enhance the intrinsic safety level of the enterprise, and better promote the company’s growth and strength.
At Baozizhen’s Daoxiang Shitian Park, Moon Square, and Daomeng Town, Xu had a fuller understanding of scenic area construction, operation and management, and marketing activities. He pointed out that rural tourism offerings should be enriched to provide visitors with experiential, engaging, and immersive tourism settings, striving to create more attractive internet‑famous spots. Emphasis should be placed on mobilizing the public for joint participation and benefit, enabling more people to gain from tourism opportunities right at their doorstep.
