At the municipal conference on promoting "AI+" industrial applications was convened on March 26, Wei Zhaohui, Deputy Secretary of the Municipal Party Committee and Mayor of Huaihua, emphasized the need to thoroughly implement General Secretary Xi Jinping’s important discourses regarding the promotion of high-quality AI development. She urged attendees to earnestly carry out the decisions and deployments of the Provincial Party Committee and Government of Hunan, as well as the work requirements of the Municipal Party Committee and Government of Huaihua, in order to leverage "AI+" to empower industrial transformation and upgrades. This effort aims to inject strong momentum into the cultivation of "new quality productive forces" and the promotion of high-quality development in Huaihua. Deputy Mayor Yin Peiguo and Lin Hua, Secretary-General of the Municipal Government, attended the meeting.
During the meeting, the Municipal Bureau of Industry and Information Technology presented a report on the current status of "AI+" industrial applications across the city, and Zhongfang County, the Huaihua High-tech Zone, and several enterprises delivered respective speeches.
Wei Zhaohui pointed out that the wave of artificial intelligence is surging forward, reshaping modes of production, daily life, and social governance with unprecedented breadth, depth, and speed. Departments and agencies at all levels must heighten their political awareness and deeply recognize the importance and urgency of "AI+" industrial applications. They must seize opportunities, build upon current momentum, and actively provide a compelling answer this new developmental proposition of our era.
Wei Zhaohui emphasized the need to focus on key tasks and spare no effort in driving "AI+" industrial applications to go deeper, become more substantive, and yield tangible results. It is essential to actively create benchmark projects for AI applications, concentrating resources and efforts on promoting a batch of projects — such as the "AI Land Port" — that possess significant demonstrative and driving effects, Wei said, adding that efforts must be directed toward promoting AI-enabled processing and manufacturing sectors, accelerating the transformation and upgrade of traditional manufacturing enterprises, and incorporating AI awareness and elements when introducing new projects. Furthermore, it is crucial to continuously consolidate the foundation of digital infrastructure support by optimizing computing power, innovating algorithms, mining data resources, and refining computing networks, Wei noted, adding that it is essential to effectively stimulate the intrinsic drive for innovative development within enterprises, guiding large-scale industrial enterprises to explore and advance their intelligent transformation, while supporting small and medium-sized enterprises (SMEs) in adopting AI applications. Wei also emphasized the need to tailor the approach to local conditions so as to strengthen technical talent support, focus on building the "5+10" modern industrial system, enhance collaboration among industry, academia, research institutions, and end-users, and facilitate the practical application of scientific and technological achievements. Furthermore, Wei highlighted the need to continuously reinforce the baseline for development security and strengthen the classified and hierarchical protection of industrial data.
Wei Zhaohui called for the reinforcement of safeguard measures — specifically by strengthening organizational leadership, bolstering policy support, optimizing the business environment, and fostering a vibrant atmosphere — in order to forge a powerful synergy for the industrial application of "AI+".
During the meeting, Wei Zhaohui analyzed and assessed Huaihua City's economic performance. She emphasized the need to integrate these efforts with the "Year of Enterprise Services" initiative, continuing to carry out activities such as "Go, Observe, Reflect, and Promote" and "Deliver Services, Resolve Issues, and Optimize Environment". These initiatives require reaching deep into counties, districts, industrial parks, and the front lines of enterprises to help resolve practical difficulties and issues — ranging from securing production factors and expanding market access to facilitating project implementation — thereby stabilizing industrial growth momentum, expanding the scale of effective investment, invigorating the consumer market, and fostering a steady and positive trend in foreign trade. The ultimate goal is to go all out to ensure a "stable start" for the first quarter.
