In her view, the report has not only strengthened people's confidence in advancing Chinese-style modernization with a host of leading statistics and outstanding achievements, but also laid a solid foundation for a good start to the 15th Five-Year Plan period from a strategic height and with operational precision, based on practical needs and focusing on the strategic considerations for the next five years.
"The 15th Five-Year Plan period is crucial for Huaihua to build on its strengths and strive for greater progress," Wei Zhaohui stated. As a convergence point of the New International Land-Sea Trade Corridor in west China and the Shanghai-Kunming Corridor, and a junction of the strategy for the rise of the central region and the large-scale development of the western region, Huaihua will leverage its two major geographical advantages, focus on the four key tasks of speeding up land port construction, industry cultivation, city and tourism development, strive to build a regional central city in the center of the border regions of Hunan, Hubei, Chongqing, Guizhou and Guangxi, and make greater contributions to the overall development of the province and the country.
How to excel in the "port" task? According to Wei, Huaihua will go all out to build a landmark project for a highland of reform and opening-up in inland areas. During the 14th Five-Year Plan period, Huaihua International Land Port was included in the national policy system supporting the rise of the central region. In 2025, the number of its freight trains ranked second among the "13+2" regional companies of the New International Land-Sea Trade Corridor in west China, and the number of China-Laos freight trains remained first in the central region. Going forward, Huaihua will deeply integrate into the "13+2" inter-provincial consultation and cooperation mechanism for the New International Land-Sea Trade Corridor, actively promote multimodal transport by road, rail, water and air, accelerate the construction of an "AI-powered land port", and continuously improve the efficiency of the optimal direct access routes from central and western China to Beibu Gulf Port (for overseas trade) and Friendship Gate in Pingxiang (for border trade), with the goal of achieving the preset targets for the number of freight trains operated, port cargo throughput, and port industrial, commercial and trade income.
The key to excelling in the "industry" task is to strengthen and expand the "5+10" modern industrial system. Wei noted that since the 14th Five-Year Plan period, Huaihua has taken industrial development as the "No.1 Project" for high-quality economic and social development, promoted the establishment and accelerated construction of the "5+10" modern industrial system, and achieved a historic leap from "single-point breakthroughs" to "cluster development of industrial chains". "Next, we will follow the direction of pursuing intelligence and green development, accurately strengthen and supplement industrial chains such as luggage, bags, leather goods and traditional Chinese medicine, adhere to the 'dual-wheel drive' of attracting new investment and achieving local expansion, accelerate the cultivation of a number of backbone enterprises with an output value of 10 billion yuan and 100 billion yuan, and enable traditional and emerging industries to enjoy full development," Wei said with firm conviction.
In Wei's view, the core of excelling in the "city development" task is to build a new pattern of coordinated regional development through the integration of Hecheng District and Zhongfang County. "To achieve high-quality development, Huaihua must strive to address the unbalanced and inadequate development between counties, districts, urban and rural areas," Wei stated. Huaihua will enhance the integration of Hecheng District and Zhongfang County, actively align with major strategies such as the rise of the central region and the Chengdu-Chongqing economic circle, deepen cooperation among neighboring areas of Hunan, Hubei, Chongqing, Guizhou and Guizhou, and actively build a regional business and logistics center, education and medical center, as well as consumption and tourism distribution center.
On excelling in the "tourism" task, Wei proposed that the goal is to accelerate the building of a first-class national tourist resort. During the 14th Five-Year Plan period, Huaihua firmly shouldered the mission of "developing tourism as a pillar industry", successfully addressed the task of "two integrations", held the Hunan Tourism Development Conference and four sessions of the Huaihua Tourism Development Conference, and earned wide acclaim as a blessed land. "Next, we will further tap into cultural resources including revolutionary traditions, farming culture and ethnic customs, deeply integrate into the Greater Zhangjiajie International Tourism Area, strengthen connectivity and interaction with Guilin as a world-class tourist destination, build a trans-provincial world-class golden tourism corridor, and continuously enhance the reputation and influence of Huaihua as a blessed land," Wei said with full confidence.
