On the morning of February 11, the 2026 Huaihua City Spring Festival Reception was held. Xu Zhongjian, secretary of the Huaihua Municipal Party Committee, delivered a speech, extending Lunar New Year greetings and best wishes on behalf of the Municipal Party Committee, the Standing Committee of the Municipal People’s Congress, the Municipal Government, the Municipal People’s Political Consultative Conference, and the Huaihua Military Sub‑District to all ethnic groups and friends from all sectors of society in the city. Wei Zhaohui, deputy secretary of the Huaihua Municipal Party Committee and Mayor, presided over the event.
He Zunqing, Deputy Secretary of the Huaihua Municipal Party Committee and Secretary of the Municipal Political and Legal Affairs Commission; Li Wanqian, Director of the Standing Committee of the Huaihua Municipal People’s Congress; Niu Shunsheng, Chairman of the Huaihua Municipal People’s Political Consultative Conference; as well as current municipal leaders and veteran comrades including Chen Zhiqiang, Xue Zhongyong, Hu Jiliang, Li Jun, Shi Xixin, and Pu Xuelian, along with other deputy municipal-level leaders and veteran comrades in Huaihua, attended the reception.
In his speech, Xu Zhongjian said that the year 2025, which has just passed, marked the conclusion of the 14th Five-Year Plan. We have adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly studied and implemented the spirit of General Secretary Xi Jinping’s important speeches and instructions regarding the work in Hunan, fully implemented the decisions and arrangements of the Party Central Committee as well as the deployment requirements of the Provincial Party Committee and the Provincial Government. Firmly anchored in the "Three Hubs and Four New Missions" blueprint, we have earnestly implemented the "Five New Initiatives and Four Cities" strategy, embarked on a "second entrepreneurship," overcome challenges, and forged ahead with determination, successfully concluding the 14th Five-Year Plan. We have consolidated and maintained a momentum of catch-up growth, opening a new chapter in Huaihua’s development. Over the past year, we have seized opportunities, deepened our strengths, and devoted ourselves to planning new development strategies, proposing the overarching goal of "striving to build a regional central city in the border area of five provinces."
Over the past year, we have tackled challenges, leveraged opportunities, and worked together to achieve new outcomes in high-quality development. The city’s economy has operated with overall stability, showing positive momentum and a trend toward innovation. Huaihua International Land Port has taken shape and gained strength, the construction of the "5+10" modern industrial system has yielded new results and displayed fresh vitality, integrated development in the Hezhong area has made significant progress, and cultural and tourism integration has garnered widespread recognition and acclaim.
Throughout the year, we have remained true to our original aspirations, steadfast in our efforts, and strived to deliver new answers in ensuring and improving people’s livelihoods. We have addressed a range of pressing issues, such as those related to elderly and child care, resolved long-standing challenges that had persisted for years, and enhanced the people’s sense of fulfillment, happiness, and security.

Xu pointed out that looking back on 2025, hard work illuminated the land of Wuxi, and dedication shaped the story of Huaihua. It was everyone’s day‑to‑day persistence and continuous efforts that brought boundless brilliance to the land of Wuxi. Taking this opportunity, I would like to express my most heartfelt gratitude and highest respect to the cadres and masses across the city, to the strivers in all sectors and on all fronts, and to all those from various sectors of society who have cared for and contributed to Huaihua’s development.
Xu noted that 2026 marks the 105th anniversary of the founding of the Communist Party of China, the inaugural year of the 15th Five-Year Plan, and a pivotal year for Huaihua to sustain its "second entrepreneurship" and accelerate its catch-up development. The entire city must closely focus on the overarching goal of "striving to build a regional central city in the border area of five provinces," center efforts on the theme of high-quality development, firmly establish and practice a correct view of political performance, solidly advance the "four key tasks" of port, industry, city, and tourism, steadfastly uphold the baseline of our work, earnestly safeguard and improve people’s livelihoods with heart and dedication, strive to foster a clean and upright political ecosystem, and unite our efforts to translate blueprints into a better reality.
The main responsible comrades of municipal departments, as well as central and provincial units stationed in Huaihua; some national and provincial people’s congress deputies and members of the Chinese People’s Political Consultative Conference (CPPCC) in Huaihua; principal responsible comrades of municipal committees of democratic parties and the municipal federation of industry and commerce; representatives of the relatives and descendants of the Huangpu Military Academy Alumni Association; personages without party affiliation, compatriots from Hong Kong, Macao, and Taiwan, overseas Chinese; representatives from ethnic, religious, scientific and technological, educational, cultural, health, and sports circles; as well as representatives of model workers, workers, farmers, private entrepreneurs, public security officers, the People’s Liberation Army, the Armed Police Force, families of martyrs and military personnel, veterans, and commanders and fighters of the fire and rescue forces attended the reception.
