On the morning of February 10, the Sixth Plenary Session of the Sixth Huaihua Municipal Discipline Inspection Commission was held. Xu Zhongjian, secretary of Huaihua Municipal Party Committee, attended the meeting and delivered a speech. He emphasized the need to thoroughly study and implement the important thoughts of general secretary Xi Jinping on the Party's self-reform, earnestly implement the spirit of the Fifth Plenary Session of the 20th Central Commission for Discipline Inspection and the Sixth Plenary Session of the 12th Hunan Provincial Discipline Inspection Commission, advance full and rigorous Party self-governance with higher standards and more practical measures to provide strong guarantees for a good start in the 15th Five-Year Plan of the city. Also in attendance were Wei Zhaohui, deputy secretary of Huaihua Municipal Party Committee and mayor of Huaihua Municipal Government, Li Wanqian, director of Huaihua Municipal People's Congress Standing Committee, and Niu Shunsheng, chairman of Huaihua Municipal People's Political Consultative Conference.
Xu pointed out that general secretary Xi Jinping's important speech at the opening ceremony of the special seminar on studying and implementing the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China and the Fifth Plenary Session of the 20th Central Commission for Discipline Inspection and the main leaders at the provincial and ministerial levels made strategic arrangements and clear requirements for deepening the comprehensive strict governance of the Party and the Party's self revolution. All levels of the Party organizations in the city should conscientiously study and understand, implement and carry out, deeply comprehend the decisive significance of the "two consolidations" and achieve the "two safeguards" through practical actions.
Xu underscored that in the past year, the Party organizations and the disciplinary inspection and supervision agencies at all levels in the city have conscientiously implemented the decisions and arrangements of the Party Central Committee and the work requirements of Hunan Provincial Party Committee and Huaihua Municipal Party Committee, shouldered the political responsibility of governing the Party, focused on "two safeguards" to strengthen political supervision, solidly carried out the study and education of the spirit of the Central Eight-point Regulation, promoted reform and governance with concrete cases, and deepened the investigation and governance of corruption, continuously strengthened the centralized rectification of unhealthy practices and corruptions around the masses, which greatly improved the political ecology of the city.
Xu emphasized the need to resolutely and effectively promote the consistent implementation of major decisions and deployments by the Central Committee of the Party, focus on "two safeguards" and strengthen political supervision, effectively prevent and rectify deviations in the view of political achievements, and strictly enforce political discipline and rules. In addition, we must resolutely and effectively strengthen institutional governance and the use of power in accordance with regulations, accelerate the filling of institutional shortcomings, strengthen the rigid implementation of the system, and enhance the construction of a culture of integrity. We also must resolutely and effectively carry out the overall battle of the anti-corruption struggle, crack down on corruption issues in key areas, deepen the investigation and treatment of corruption, and continue to deepen the concentrated rectification of unhealthy practices and corruption problems around the masses. Thus all levels of Party committees in the city must firmly shoulder their main responsibilities, tighten and compact the responsibilities of the Party secretary as the first person in charge and the "dual responsibilities" of the team members. All related departments of the city should be aware of their responsibilities and fulfill them. Disciplinary inspection and supervision organs and cadres at all levels should conscientiously implement the important requirements of general secretary Xi Jinping's "Four Excellencies", strengthen the standardization, legalization, and regularization of disciplinary inspection and supervision work, and focus on forging a loyal, clean, responsible, and capable disciplinary inspection and supervision team.
Xu stressed the need to effectively carry out current work with excellent working style, thoroughly implement the spirit of the mobilization and deployment meeting of the province's "15th Five Year Plan", effectively enhance our sense of responsibility that cannot be waited for and our sense of urgency that cannot be slowed down, and our sense of crisis that cannot be ignored. We should adhere to the principle of putting work first, forging ahead with pressure, strengthening leadership of leaders and work scheduling, improving working style, enhancing supervision and accountability, highlighting key areas, striving to introduce projects and attracting investment, serving enterprises well on their production and operation, promoting foreign trade, ensuring safety of production, and making every effort to achieve a good start of economic development in the first quarter of 2026.
Afterwards, Yang Zhihua, member of the Standing Committee of Huaihua Municipal Party Committee and Secretary of Huaihua Municipal Commission for Discipline Inspection, delivered a work report. Then, all attendees of the meeting watched a warning education video on promoting integrity, discipline, and anti-corruption.
The meeting was held via video conference, with sub-conference venues set up in each county.
