Recently, the General Office of the People’s Government of Hunan Province issued the Circular on Commending and Incentivizing Areas with Outstanding Performance in Promoting High-Quality Development and Ensuring Effective Implementation in 2025. Remarkable results have been achieved in multiple fields in Huaihua, including optimizing cultural and tourism consumption, expanding effective investment, promoting regional development, and deepening reform and opening-up, which have been commended in the Circular.

According to the Circular, Huaihua Municipality has been recognized and incentivized for notable achievements in the following nine initiatives: optimizing the supply mechanism for cultural services and products, promoting the deep integration of culture with tourism and technology, expanding the opening-up of cultural and tourism sectors, and implementing special initiatives to boost cultural and tourism consumption; executing the “two major tasks” with high quality, carrying out the “Major Project Planning and Planning Major Projects” initiative, advancing key projects such as the “Ten Major Infrastructure Projects”, and expanding investment; actively integrating into national regional strategies, promoting the development of Changsha-Zhuzhou-Xiangtan as “one city”, accelerating the development of the Dongting Lake Ecological Economic Zone in the new era, facilitating the southern Hunan region to become a “pilot zone” for deep integration into the Guangdong-Hong Kong-Macao Greater Bay Area, and promoting high-quality development in western Hunan; building an inland region open to reform and opening-up, implementing key reforms and opening-up initiatives, stabilizing foreign trade and economic cooperation, advancing the construction of pilot free trade zones, and strengthening China-Africa economic and trade collaboration; strengthening fiscal capacity building and deepening zero-based budget reforms, promoting industrial fiscal capacity development, cultivating key tax sources, reforming the management of state-owned capital, assets, and resources, enhancing collaborative governance of taxes and fees, and improving the scientific management of public finance; addressing the root causes of public complaints and resolving conflicts, intensifying efforts to manage recurring public grievances, and legalize mechanisms for public complaint letters and visits by means of “Five Improvements and Four Guarantees”; implementing initiatives to address weaknesses and improve people’s livelihoods, advancing the “Ten Key Livelihood Projects”, ensuring employment for key vulnerable groups, and securing the basic living standards of vulnerable groups; promoting the coordinated allocation of basic education resources, ensuring balanced and high-quality development of compulsory education, increasing the accessibility and affordability of preschool education, conducting special campaigns to improve “campus meals” in primary and secondary schools, attracting graduates to start businesses in Hunan, advancing the initiative of “Alumni Return to Hunan” , and fostering the development of city-level industry-education alliances; strengthening ecological and environmental conservation, tackling issues related to air, water, and soil quality, implementing the sound management system for water resource, and ensuring effective environmental governance.

During the comprehensive Hunan provincial inspection for promoting high-quality development in 2025, five exemplary practices from Huaihua City were commended in the Circular: first, Huaihua Municipality forged an “Cold Chain” Hub for ASEAN countries, facilitating a smooth international corridor for fresh goods; second, Huaihua Municipality used an innovative way to establish the “One Pool, Six Reservoirs” mechanism to enhance the quality and efficiency of fiscal capacity building; third, Huaihua Municipality used “mountain-water philosophy(viz., Lucid waters and lush mountains are invaluable assets)” to develop Wuxi regions, aiming to produce “Maximal Benefits”; fourth, Huaihua Municipality implemented closed-loop enterprise assistance, significantly improving the effectiveness of “Targeted Assistance, Problem-Solving, and Service Optimization”; fifth, Xupu County pioneered a new rural “Mutual Support” model for elderly care, bolstering the well-being of seniors in their later years.
