Huaihua Municipal Government holds its 7th plenary session.
On the afternoon of February 13, 2026, the 7th Plenary Session of the Huaihua Municipal People’s Government was convened. Wei Zhaohui, deputy secretary of the Municipal Party Committee and mayor of the Municipal People’s Government, emphasized the need to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, all plenary sessions of the 20th Central Committee, and the Central, Provincial, and Municipal Economic Work Conferences. In accordance with the arrangements of the provincial and municipal two sessions, we should adopt a solid work style to ensure the “Eight Good Starts” and take concrete measures to promote high-quality development, so as to secure a good start for the 15th Five-Year Plan (2026-2030) and contribute Huaihua’s strength to writing a brilliant chapter of Chinese modernization in Hunan Province. Municipal leaders Yin Peiguo, Xiang Shouqing, Hu Heping, Yu Jianyong, Zhou Chongyan, Xiang Rulian, Zeng Wenqian, and Liu Xiaoming attended the meeting.
The meeting briefed on the implementation of key tasks in the 2025 Government Work Report and the division of responsibilities for key tasks in 2026. It also reported on the city’s progress in the “Seven Major Campaigns” and deployed the “Eight Good Starts” initiative. In addition, the meeting announced the commendations for the regions with remarkable results in the provincial supervision and incentive for high-quality development in 2025, the outstanding units in the “Seven Major Campaigns”, and the typical experience and practices in the comprehensive supervision of the provincial government. It also read out the list of units that made outstanding contributions to the city’s implementation of the work incentive measures for grasping implem11entation and the outstanding units in the “Seven Major Campaigns”.

The provincial Government Work Report has formulated a precise and pragmatic “construction plan” and fully affirmed and attached great importance to Huaihua’s development, said Wei. The municipal two sessions have created a strong atmosphere of uniting as one to embark on a new journey and working hard to open a new chapter, gathering extensive consensus, forging ahead with joint efforts, and achieving fruitful results. The entire municipal government system should implement the spirit of the provincial and municipal two sessions, fully and faithfully carry out the tasks, and strive to achieve a good start for the 15th Five-Year Plan.
We should guide the “Eight Good Starts” with a correct view of political achievements to ensure that the direction is not deviated and the stance is not shifted, said Wei. We should clarify the criterion of “valuing heroes by actual achievements”, adhere to the principle of “pursuing development in accordance with laws”, and practice the purpose of “people-centered”, laying a solid ideological foundation for promoting high-quality development.
We should promote the “Eight Good Starts” with a pioneering spirit to make the momentum stronger and the results more substantial, said Wei. We should make up for shortcomings and strengthen weak links: focus on the development of pork, beef, and mutton industries; support the intensive processing development of enterprises in the Poria cocos and red bayberry industrial chains; and strive to cultivate a number of agricultural product processing industries. We should accurately complement and extend the industrial chain around the industrial chain map, and increase efforts to attract and cultivate chain-leading enterprises and key links. We should vigorously implement the “destocking campaign” to promote the stabilization and recovery of the real estate market. We should vigorously develop foreign trade parks such as import processing, export processing, and processing trade, and further implement the export-oriented enterprise cultivation project. We should give play to advantages and create highlights: vigorously build the “AI Land Port”, promote the integration and expansion of the “Three Districts and One County” to a wider scope and deeper level under the concept of “one city”, conscientiously do a good job in the “follow-up work” of the Provincial Tourism Development Conference, and strengthen ecological value conversion. We should tackle tough problems and hold the bottom line: effectively safeguard the bottom lines of food security, production safety, ecological environmental protection, debt risks, and no large-scale return to poverty.
It was required that we should ensure the effective implementation and enforcement of the “Eight Good Starts” with an excellent work style. We should take the lead in moving forward, consistently optimize the environment, meticulously grasp implementation, and stick to the blueprint to the end, so as to ensure that the goals are achieved and the tasks are fulfilled.
