On the afternoon of January 12, Wei Zhaohui, deputy secretary of Huaihua Municipal Party Committee and mayor of Huaihua Municipal Government, chairs a meeting on promoting the growth of foreign trade and optimizing investment invitation. She emphasized the need to thoroughly implement the spirit of the Central Economic Work Conference, as well as the important speeches, instructions, and directives of general secretary Xi Jinping regarding Hunan's work, take multiple measures promote the stabilization and recovery of foreign trade, and enhance the effectiveness of investment promotion efforts, so as to inject stronger momentum into the city's economic and social development.
Wei stressed the need to unify ideological understanding and strengthen confidence in economic and social development, scientifically grasp the strategic positioning and industrial support, tackle current challenges and promote long-term development, improve internal strength and leverage external forces, establish a positive relationship between the government and the effective market, continuously cultivate local foreign trade entities, strengthen the basic support for foreign trade development, and promote the deep integration of import and export industries. She added that no efforts should be spared to win a comeback and quickly stop the decline of the import and export of foreign trade, understand our own situation, implement targeted policies, effectively grasp the stock, tap potential, activate increment, and continuously strengthen the momentum of foreign trade. In addition, we should highlight key points, make precise breakthroughs, accurately grasp the operating conditions and development demands of leading foreign trade enterprises, and timely coordinate and solve them. What’s more, we should have multi-party collaboration to form a joint force, integrate multiple policy resources such as commerce, industry and information technology, customs, etc., to release the policy superposition effect. We should also consolidate responsibilities, strengthen scheduling, enhance responsibility decomposition, contact and discuss, and assess and evaluate to form a work pattern of joint management and to practice basic skills and solidify the foundation for foreign trade development. Furthermore, we should accelerate the improvement of the three-year action plan for cultivating foreign economic and trade enterprises, standardize the construction and management of export bases, promote the quality and efficiency improvement of export bases, and truly play a leading role in foreign trade. Then, we should strengthen international market development, seize important exhibition opportunities such as the Spring Canton Fair, actively connect and encourage enterprises to actively participate in various international exhibitions, and promote more local enterprises to seek business opportunities on the global market.
Wei underscored the need to take a unified approach to have investment invitation by clarifying functional positioning, streamline division of responsibilities, improving promotion mechanisms, and improving efficiency of investment invitation. She added that we need to strengthen the role of "head leaders" in investment promotion, scientifically and accurately formulate investment promotion plans, promote the "head leaders" of all levels and departments to actively participate in investment promotion work so as to create a strong investment promotion atmosphere. In addition, we need to dynamically build a project library, benchmark in line with the city's "15th Five Year Plan" and key special plans, update investment projects in a timely manner, optimize investment policies, and consolidate the foundation and support for investment. To carry out diversified investment promotion, we need to deepen and implement industry chain investment promotion, business based investment promotion, local investment promotion, and resident investment promotion, explore the development of enclave investment promotion, and broaden the channels for attracting projects. What’s more, we should focus on the development needs of the entire lifecycle of local enterprises, safeguarding their growth and sustainable development. And we should build an investment platform, fully leverage the role of various investment carriers, expand docking channels, and attract more high-quality industrial projects to gather. Also, we need to strengthen publicity efforts to showcase the city's image, and enhance its attractiveness for investment. To highlight the implementation of projects, it is necessary for us to comprehensively understand the supply of land and other factors, as well as the stock of resources such as industrial parks and standard factories, and make a thorough assessment. Last but not least, scientific investment strategies should be formulated to improve the success rate of project implementation. To optimize the business environment, we should continuously deepen the reform of approval services, and achieve a solid foundation for attracting investment.
