In recent days, report meetings of the Municipal Party Committee's Lecture Group on studying and implementing the spirit of the Fourth Plenary Session of the 20th CPC Central Committee have been held in various locations and units across the city. Members of the Municipal Party Committee's Lecture Group, including Xiao Conggui, Zhang Jiahua, Zeng Wenhong, and Zhang Wenmin, delivered lectures. 

At the Municipal Transportation Bureau, Xiao Conggui, a member of the Municipal Party Committee's Publicity Team and Secretary of the Party Group and Director of the Municipal Government Research Office, focused on the spirit of the Fourth Plenary Session of the 20th CPC Central Committee. He comprehensively interpreted the essence of the session's spirit from five aspects: its significant meaning and basic situation, its special importance during the "15th Five-Year Plan" period, its guiding principles and main objectives for economic and social development, its strategic tasks and major measures, and upholding and strengthening the Party's overall leadership. He also provided a precise interpretation closely linked to the city's actual situation. The participating Party members expressed that this study session further deepened their understanding of the decisive significance of the "two establishments" and clarified their direction. They also pledged to take this opportunity to unify their thoughts and actions with the decisions and deployments of the CPC Central Committee, and with greater enthusiasm, a more pragmatic style, and a more vigorous fighting spirit, contribute to the thorough implementation of the session's spirit and write a new chapter in Huaihua's modernization with the strength of the transportation sector. 

At the Municipal Government Office and the Municipal Government Research Office, Zhang Jiahua, a member of the Municipal Party Committee's Publicity Team and Executive Vice President of the CPC Huaihua Municipal Committee Party School (Municipal Academy of Administration, Municipal Academy of Socialism), focused on the core essence of the plenary session, systematically interpreting the strategic positioning and major initiatives for the "15th Five-Year Plan" period. He also elaborated on the plenary session's deployment requirements for improving governance efficiency and serving high-quality development, in light of the government's practical work. Participants expressed that the lecture was both theoretically sound and practically relevant. They pledged to be guided by the spirit of the plenary session, strengthen overall coordination based on their job responsibilities, deepen research and offer suggestions, and effectively transform the learning outcomes into practical results serving the city's development, contributing to the advancement of Huaihua's practice of Chinese-style modernization. 

At the Municipal Emergency Management Bureau, Zeng Wenhong, a member of the Municipal Party Committee's Publicity Team, Vice President (Dean) and Associate Professor of the CPC Huaihua Municipal Committee Party School, delivered a speech titled "Building on Past Achievements and Seizing Opportunities to Create a New Situation in Chinese-Style Modernization". His speech systematically elaborated on the significant meaning, main achievements, and core essence of the plenary session, drawing on rich case studies and detailed data. He explained the profound significance of the economic and social development during the 15th Five-Year Plan period, the CPC Central Committee's basic judgments on the domestic and international situation, and the guiding ideology, major principles, main objectives, strategic tasks, major measures, and fundamental guarantees for economic and social development during the 15th Five-Year Plan period. In particular, he provided an in-depth interpretation of how to implement the strategic deployment of promoting the modernization of the national security system and capabilities, and how to integrate the requirements of safe development into all aspects of the entire emergency management process, in light of the current situation of emergency management work. 

At the Municipal Audit Bureau, Zhang Wenmin, a member of the Municipal Party Committee's Publicity Team and Director of the Party History and Party Building Teaching and Research Department of the CPC Huaihua Municipal Committee Party School, delivered a lecture titled "Striving to Create a New Situation in China's Modernization Construction." He comprehensively interpreted and systematically explained the spirit of the plenary session from five dimensions: the basic situation of the plenary session and the drafting process of the "Suggestions"; the important position of the "15th Five-Year Plan" period in the process of basically realizing socialist modernization; the guiding principles and main objectives of economic and social development; strategic tasks and major measures; and strengthening the Party's overall leadership. Audit officials expressed their commitment to integrating learning with application, deeply integrating the study and implementation of the plenary session's spirit with their audit work, focusing on matters of national importance and the city's key situations, concentrating on their primary responsibilities, and demonstrating their audit commitment in serving the overall situation.
