On the morning of January 19, Xu Zhongjian, secretary of the Huaihua Municipal Party Committee, presided over a meeting of the Leading Group for Integrated Development of Hecheng District and Zhongfang County to summarize the progress of the integrated development in 2025 and study and deploy the related work in 2026. He emphasized the need to thoroughly study and implement the spirit of the Central Economic Work Conference, the Central Urban Work Conference, as well as the important speeches and instructions of general secretary Xi Jinping on Hunan's work, conscientiously implement the deployment requirements of Hunan Provincial Party Committee and Hunan Provincial Government, maintain strategic determination, enhance the integration level of of Hecheng District and Zhongfang County with the concept of building “an integrated city”, so as to better promote the construction of Huaihua to be a central city at the border area of five provinces. Also in attendance were Wei Chaohui, vice secretary of Huaihua Municipal Party Committee and Mayor of Huaihua Municipal Government, and other officials from Huaihua municipality, such as Li Weilin, Yin Peiguo, Hu Heping, Yu Jianyong, and Xiang Rulian.
Xu pointed out that since the Third Plenary Session of the Sixth Huaihua Municipal Party Committee proposed the blueprint of integrated development of Hecheng District and Zhongfang County, relevant departments of all levels of the city have taken the initiative to take on responsibilities and overcome difficulties to promote the integration and have achieved new results and breakthroughs. He added that we need to further grasp the development momentum to win over the integration of Hecheng District and Zhongfang County into the national and provincial regional coordinated development strategy by making greater effort and taking greater responsibility from a higher position to make Huaihua a central city at the border area of five provinces.
Xu emphasized the need to further strengthen and consolidate the concept of building "an integrated city" with the keywords of "integration" and "high quality", comprehensively promote the integration of infrastructure, industrial layout, urban management, public services, etc., continuously improve the industrial leadership, regional influence, and population carrying capacity of the central urban area, so as to comprehensively enhance the quality and level of the integration of Hecheng and Zhongfang County. He noted that we need to further focus the construction of Huaihua International Land Port, and the development of industry, urban infrastructure, and tourism by scientifically formulating plans, carefully planing projects, optimizing industrial layout, and improving functional facilities. We also need to further coordinate our work force, the leading leaders concerned must take responsibility initially, and relevant departments should fully perform their duties, fulfill their responsibilities and strengthen coordination, so as to better finish various tasks.
Wei Chaohui stressed that we should focus on promoting economic growth and improving economic power by strengthening high-quality coordinated and integrated development of Hecheng District and Zhongfang County through optimizing industrial structure, developing characteristic advantageous industries, and cultivating export-oriented industries so as to improve urban quality. In addition, we should pay attention to ecological environment protection, continuously improve the living environment, and promote the coordinated development of culture and tourism. We also need to strengthen the implementation of work requirement so as to ensure a good start of economic development in the first quarter of 2026.
