    Wei Zhaohui presides over special meeting on construction of Huaihua International Land Port

    On the morning of December 18, Wei Zhaohui, Deputy Secretary of the CPC Huaihua Municipal Committee and Acting Mayor of Huaihua, presided over a special meeting on the construction of Huaihua International Land Port. She emphasized the need to thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee and the Central Economic Work Conference, earnestly implement the deployment requirements of the CPC Hunan Provincial Committee and the Provincial Government of Hunan, firmly uphold openness, develop industries, optimize construction, and strive to promote the leapfrog development of Huaihua International Land Port. Municipal leaders Yin Peiguo and Zou Xingwang participated. 

    After hearing a report on the construction of Huaihua International Land Port, Wei Zhaohui pointed out that the construction of Huaihua International Land Port has progressed vigorously and achieved remarkable results, laying a solid foundation for future development. Currently, efforts must be made to fully accomplish the annual targets and tasks, scientifically formulate the "15th Five-Year Plan" for the development of Huaihua International Land Port, resolutely adhere to the bottom line of risk control, meticulously implement safety production work, and strive to create a clean and honest project, ensuring a successful conclusion to the "14th Five-Year Plan" and a smooth start of the "15th Five-Year Plan". 

    Wei Zhaohui emphasized that Huaihua International Land Port is steadily transitioning from the initial stage of construction and framework building to a rapid development stage of strong openness and industrial development. It is necessary to adhere to the "three-pronged approach" of openness, industry, and construction, achieving a shift from infrastructure construction to functional enhancement, from focusing on internal improvements to external expansion, from policy-driven to industrial support, from individual operations to system integration, and from traditional operations to intelligent upgrading. It is essential to deepen investigation and research, solidify basic work, focus on understanding traffic flow, direction, and efficiency, and optimize the land port's scheduled train services and policy system. We must deepen institutional opening-up, make every effort to apply for the establishment of a cross-border e-commerce comprehensive pilot zone, a Type-B bonded center, and a customs-designated supervision site, boldly explore institutional innovation, and integrate the unique advantages of the land port's opening-up. We must strengthen international cooperation, adhere to a multi-channel layout, and streamline channels for access to the sea and country borders. We must conduct a series of promotional activities, proactively promote our services to key cargo source areas, and simultaneously launch distinctive land port products and customized services to continuously enhance the functions of the ASEAN cargo collection center. We must increase investment attraction, focusing on attracting industries reliant on transportation channels and those with large-scale import and export activities, vigorously developing import processing, export processing, and processing trade, innovating new foreign trade formats such as cross-border e-commerce, market procurement trade, and overseas warehouses, and striving to attract leading enterprises and supporting projects to promote the long-term development of port-related industries. We must provide public services, build a comprehensive foreign trade service center for the land port, providing one-stop services, regular training, and supply chain financial support to promote the development of an export-oriented economy. We must accelerate project construction, create a "1+2+N" land port system, and promote the full connection of the main and branch ports and the coordinated linkage of logistics resources throughout the city. To improve supporting functions, we must promote the integrated upgrading of cold chain logistics towards "warehousing + distribution + consumption", and establish a distinctive brand for the international land port's cold chain logistics. We must leverage AI to build an AI-powered land port with a high starting point and advanced approach, truly achieving streamlined customs clearance, low operating costs, and high service efficiency.
