To leverage the supporting role of projects
and deepen the integrated development of ports, industries, cities, and tourism

On the morning of December 10, Xu Zhongjian, secretary of the Huaihua Municipal Party Committee, conducted research on the construction of key projects in the urban area and coordinated solutions to specific issues on-site. He emphasized the need to thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th Central Committee of the Party, conscientiously carry out the deployment requirements of the Ninth Plenary Session of the 12th Provincial Party Committee and the Tenth Plenary Session of the 6th Municipal Party Committee. This means that we will invariably prioritize the advancement of key project construction, fully leverage the supporting role of projects, and deepen the integrated development of ports, industries, cities, and tourism.
Xu first visited the China Supply and Marketing Cooperative · Huaihua Agricultural, Rural, and Farmer Industrial Park to inspect the project's construction where he thus gained an understanding of its functional layout and investment promotion developments. He accentuated the necessity to fully support the park’s construction and development, promptly coordinate solutions to specific issues, and accelerate the project’s progress. Emphasis should be laid to attract leading and well-known enterprises, leverage the role of the international land port as an open platform, advance the integrated development of domestic and foreign trade, enhance regional influence and outreach, and better drive coordinated regional development.
At the Huaihua International Land Port Multimodal Transport Center, Xu reviewed the preparations for its opening and operations. He emphasized the need to actively report and coordinate efforts to ensure an early commencement of operations. It is essential to continuously improve functionality, optimize services, deepen strategic cooperation with key domestic and international freight companies and ports, expand international trade channels, comprehensively enhance the openness and capacity of the Huaihua International Land Port, and build the Huaihua-ASEAN Freight Assembly Center to high standards.
At the Huaihua Low-altitude Service Command Center, Xu held in-depth discussions with relevant leaders of China Railway Signal & Communication Group to understand the application scenarios of the low-altitude economy and the group's development layout in Huaihua. He pointed out that the specific economic mode is a strategic emerging industry. It is essential to strengthen cooperation, seize opportunities, leverage strengths, adhere to localized development of the low-altitude economy, emphasize integrated development, scientifically plan supporting industries, and actively foster related enterprises.
In the High-speed Railway New City area, Xu reviewed the investment promotion and planning status and engaged in in-depth discussions with representatives from Shenzhen Huaqiang Group, You-A Investment, China Construction Fifth Engineering Division Corp., Ltd., and Hunan Pharmaceutical Group. He emphasized the need to focus on building a regional consumption and tourism hub, strengthen cooperation with strategic investors, adhere to differentiated and coordinated development, optimize functional planning, and strive to create a new engine for the urban economy.
Upon arriving at the No. 84 discharge outlet of Taiping Stream, Xu inspected the water quality on-site and reviewed the progress of the comprehensive water environment management in the Taiping Stream basin. He emphasized the need to strengthen overall coordination, steadily advance the systematic governance of the water environment in the Taiping Stream basin, expedite the implementation of projects such as pollution source control and sewage interception, as well as the separation of rainwater and sewage systems, scientifically manage ecological water flows, and continuously improve the water environment and ecosystem of the Taiping Stream basin.
