Recently, report meetings by the CPC Huaihua Municipal Committee’s publicity team on studying and implementing the spirit of the fourth plenary session of the 20th CPC Central Committee have been held across various localities and departments of Huaihua Municipality. The team is composed of the members like He Wenkui, Lin Qijun, Mi Junxia, Qin Zhigang, Wang Xintang, Shi Zhizhuan, Zhang Song, who presented the report on the spirit respectively.

Focusing closely on General Secretary Xi Jinping’s important addresses at the fourth plenary session of the 20th Central Committee of the Communist Party of China and the session’s Recommendations (viz., Recommendations of the Central Committee of the Communist Party of China for Formulating the 15th Five-Year Plan for Economic and Social Development), members of the publicity team systematically elaborated on the great significance of the session, comprehensively reviewed the major achievements made in China’s development during the 14th Five-Year (2021-2025) Plan period, conducted in-depth interpretations from aspects such as the historical position, guiding principles, main objectives, strategic tasks, and major measures for economic and social development in the 15th Five-Year (2026-2030) Plan period, as well as deeply understanding and grasping the fundamental guarantee for advancing Chinese modernization, and put forward suggestions on implementing the spirit of the session. Meanwhile, members of the team also conveyed the specific guiding principles provided by the CPC Hunan Provincial committee’s publicity team regarding Huaihua’s thorough implementation of the spirit of the fourth plenary session of the 20th CPC Central Committee and the ninth plenary session of the 12th Hunan provincial Party committee.

At Huaihua Teachers College, He Wenkui, a member of the CPC Huaihua Municipal Committee’s publicity team and deputy secretary of the Huaihua Municipal Youth League Committee, made a special lecture titled “Thoroughly Studying and Implementing the Guiding Principles of the Fourth Plenary Session of the 20th CPC Central Committee, and Effectively Guiding the Ideological and Political Development of Youth in the New Era”. Liu Meijuan, a student majoring in modern home economics, expressed, “After the meeting, I have gained a clearer understanding of the guiding principles of the fourth plenary session of the 20th CPC Central Committee. In the future, I will orient my personal growth into the broader national development and master my professional knowledge.”

At the Huaihua Municipal Academy of Agricultural Sciences, Lin Qijun, member of the CPC Huaihua Municipal committee’s publicity team and a member of the Party Leadership Group and vice-chairperson of the Huaihua Municipal Association for Science and Technology, made a systematic interpretation of rural revitalization, integrated urban-rural development, poverty alleviation and developing China through agriculture from the angle of agricultural development, scientific research and publicity of agricultural sciences. One staff member of the Huaihua Municipal Academy of Agricultural Sciences expressed that they would take the guiding principles of the plenary session as their guide, fully leverage the academy’s strengths in terms of the agricultural research, the publicity of research findings and popularization of sciences, contributing to the city’s high-quality agricultural development and modernization.

At the Huaihua Municipal Health Commission, Mi Junxia, a member of the CPC Huaihua Municipal Committee’s publicity team and deputy director of the Reform Office of CPC Huaihua Municipal Commission, provided a detailed interpretation of the new concepts, arrangements, and requirements for health-related work in the new stage, based on the work conditions of the Huaihua Municipal Health Commission. This included efforts to fully build a regional medical center and enhance the capacity of medical services, accelerate the development of a Healthy Huaihua to strengthen health security safeguards, improve the population service system, and promote high-quality population development, and the specific suggestions were also put forward. Qing Qianyun, secretary of the Party Committee of the Huaihua Municipal Health Commission, stated that they would have a clearer understanding of the guiding principles for the work related to health, aiming at contributing wisdom and efforts to building a higher-quality “Healthy Huaihua”.

At the Standing Committee office of Huaihua Municipal People’s Congress, Qin Zhigang, a member of the CPC Huaihua Municipal Committee’s publicity team and deputy head of Organization Department of the CPC Huaihua Municipal Committee  and director of Huaihua Municipal Administration of Civil Service, made a report. It is required in the meeting that studying and implementing the spirit of the fourth plenary session of the 20th Central Committee of the Party should be perceived as an important political task to enhance the quality and effectiveness of the work concerned with Huaihua Municipal People’s congress. Guided by the spirit of the plenary session, it is essential to fully leverage the functions of local people’s congresses and promote the more effective transformation of institutional strengths into governance efficacy, contributing to the high-quality development and modernization of the city through the efforts of the people’s congress.

At the Municipal People’s Procuratorate, Wang Xintang, a member of the CPC Huaihua Municipal Committee’s publicity team and associate professor and vice president of the Huaihua Municipal Party School, delivered a lecture titled “Laying a Solid Foundation and Making Comprehensive Efforts to Secure Decisive Progress in Basically Realizing Socialist Modernization.” Focusing on the theme of “high-quality development” and elaborating from five dimensions—depth, precision, breadth, practicality, and action—he inspired all procuratorial personnel to resolutely shoulder the political responsibility of studying and implementing the spirit of the plenary session, and to turn the learning into a strong driving force for advancing the work regarding procuratorate.

At the Huaihua Municipal Bureau of Culture, Tourism, Radio, Television, and Sports, Shi Zhizhuan, a member of the CPC Huaihua Municipal Committee’s publicity team and deputy director of the Huaihua Municipal Publicity Department, offered suggestions based on the bureau’s work status quo. He proposed that more efforts be made to inherit and innovate the Wuxi cultural lineage, continue to enhance original artistic creativity, advance the protection for tangible cultural heritage, and promote the preservation of intangible cultural heritage. Additionally, he emphasized the need to improve the system for products and projects, driving the “renewal” of tourist attractions, the “revitalization” of cultural-tourism districts, and the “rejuvenation” of rural tourism. Furthermore, he called for deepening the integrated development of cultural and tourism industries, enhancing the integration of “culture + tourism” as well as “culture + technology”, and expanding the integration of other various sectors such as healthcare, agriculture, sports, performing arts, education, industry, and transportation. Efforts should also be made to bolster nocturnal tourism and the consumption market on weekends.

In Xupu, Zhang Song, a member of the CPC Huaihua Municipal Committee’s publicity team,secretary of the Party Leadership and Director of the Huaihua Municipal Industry and Information Technology Bureau, reviewed the spirit of the sixth plenary session of the Tenth CPC Huaihua Municipal Committee and the significant achievements made in the development of Huaihua during the 14th Five-Year Plan period, and elaborated on the overall approach, main objectives, and key tasks for the economic and social development of Huaihua during the 15th Five-Year Plan period. He emphasized that focus in Xupu should be on leveraging openness as a driving force, deeply integrating itself into the new land-port pattern, and establishing itself as the eastern open gateway of Huaihua. It should also concentrate on strengthening its industrial foundation, leveraging distinctive advantages to build a modern system, and strive to become a top economic county in the Hunan Province. Additionally, efforts should be directed toward promoting industry-city integration, supporting coordinated urban-rural development with modern infrastructure, and fostering mutual advancement between industry and agriculture to drive comprehensive rural revitalization through integrated development.
