On December 7, Wei Zhaohui, deputy secretary of the CPC Huaihua Municipal Committee and acting mayor, stressed during his inspection in Xinhuang County the need to thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, conscientiously carry out the decisions and requirements of the 9th Plenary Session of the 12th Hunan Provincial Party Committee and the 10th Plenary Session of the 6th Municipal Party Committee, strengthen characteristic industries, and demonstrate greater achievements in building a regional central city at the five‑province border.

Visiting Huaihua Shuangding Smelting Co., Ltd., Xinhuang Peilin Borneol Daily-use Cosmetics Co., Ltd., and Xinhuang Laocai Food Co., Ltd., Wei Zhaohui learned in detail about their production and operations, product development and related industrial developments. At the Hunan Dongxiang Polygonatum Industry Park, the Xinhuang Cinnabar Mine National Industrial Heritage site, and the Polygonatum planting and seedling demonstration base in Dongpo Village, Huangzhou Town, she was briefed on the development of the Chinese medicinal materials industry and the protection, development and utilization of cultural relics.

After hearing a report on Xinhuang’s economic and social development, Wei said Xinhuang sits at the junction of Hunan and Guizhou provinces with convenient transportation, a favorable location and abundant resources, enjoying a solid foundation for development. At present, economic operation needs stronger coordination, the bottom line of safety and stability must be maintained, efforts should be redoubled to achieve this year’s economic and social development targets, preparations for a strong start next year should begin early, and every effort must be made to implement the 14th Five‑Year Plan and lay a solid foundation for a good start to the 15th Five‑Year Plan.

Wei emphasized that greater efforts should be made to serve and integrate into the new development pattern: leverage the unique transportation advantages, cultivate competitive economy entities, actively explore international markets, and fully leverage opening‑up to drive development. Greater breakthroughs should be sought in high‑quality development of border areas by exploring development models suited to the characteristics of marginal regions, boldly innovating mechanisms and pathways for joint institutional construction, shared factors and shared benefits, and helping build a regional central city at the five‑province border. Greater results should be achieved in promoting local specialty products by focusing on high‑value links such as brand building, quality improvement, standards setting, seed source development and deep processing, strengthening independent control of core technologies, and advancing the quality, capacity and upgrade of geographical hallmark products. Greater progress should be made in developing tourism as an economic driver by deeply tapping historical and cultural connotations, telling distinctive Dong ethnic cultural‑tourism stories, planning projects from a high starting point, introducing high‑quality strategic partners, and effectively converting cultural and tourism resources into development advantages. Greater strides should be taken in demonstrating ethnic unity and progress, centering on consolidating the awareness of the Chinese national community, taking the county’s 70th anniversary as an opportunity, and coordinating efforts to improve the county’s image, advance livelihood projects, consolidate and expand poverty‑alleviation achievements and ensure their effective linkage with rural revitalization, thereby refreshing urban and rural outlooks.
