On the afternoon of December 12th, 2025, Wei Zhaohui, deputy secretary of Huaihua Municipal Party Committee and executive mayor, presided over a scheduling meeting for the construction of the city’s “5+10” modern industrial system. It is required to thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China and the Central Economic Work Conference, focus on enhancing and strengthening key industrial chains, accelerate the cultivation and expansion of the modern industrial system, and inject stronger momentum into the city’s economic and social development, said Wei. City leaders Yin Peiguo and Zou Xingwang, as well as Ma Yuan, secretary general of the Municipal Government, attended the meeting.
At the meeting, the progress of the city’s “5+10” modern industrial system construction was reported, and various industrial chains and special teams for characteristic industries presented their work progress.
Cultivating key industrial chains is a crucial approach to promoting high-quality economic development, Wei said. Since the beginning of this year, with the joint efforts of relevant departments at all levels, the city’s industrial system construction has been vigorously promoted and achieved remarkable results. At the same time, we must be clear-eyed about the problems and shortcomings in industrial development, implement precise measures, make comprehensive efforts, further consolidate the foundation of industrial development, and promote the “5+10” modern industrial system construction to achieve new and greater results.
It is a must to establish development goals for the industrial chain, further clarifying targets such as total output value and added value, investment intensity, landing funds, and the cultivation of enterprises above a certain size for each industrial chain, said Wei. A scientific and feasible promotion mechanism should be established. It is necessary to refine the investment attraction map of the industrial chain, closely monitor industrial development trends, dynamically update the map, and continuously improve the precision and efficiency of investment attraction. The regional layout of the industrial chain should be optimized, closely integrated with the preparation of the “15th Five-Year Plan”, based on regional characteristics and advantages, highlighting collaborative and coordinated development, and building a dislocated and complementary, intensive and efficient industrial spatial pattern. It is necessary to package investment attraction projects for the industrial chain, carefully prepare specialized investment attraction plans, and comprehensively improve the quality and efficiency of investment attraction. The resources for investment attraction in the industrial chain should be integrated, with a comprehensive understanding of the supply of land and other factors, the stock of parks and standard factories, and scarce resources such as wind power capacity. It is also necessary to sort out human resources such as Hunan merchants from Huaihua, academicians, key business associations, and professional investment institutions, integrate public service platforms for scientific and technological innovation, foreign trade and economic cooperation, finance, and talent, establish a resource coordination and scheduling mechanism, and promote the sharing and utilization of various resources. It is essential to implement investment attraction actions for the industrial chain, coordinate the formulation of investment attraction plans and tasks, and build a top-down, coordinated, precise, and efficient investment attraction work pattern. It is demanded to establish an investment attraction platform for the industrial chain, fully leverage the role of the Hunan (Huaihua) RCEP Economic and Trade Expo and Huaihua International Land Port as investment attraction carriers, expand docking channels, and attract more high-quality industrial projects to gather. It is proposed to innovate investment attraction policies for the industrial chain, leverage differentiated investment attraction advantages, optimize value-added services, and comprehensively enhance the attractiveness of investment attraction. It is expected to promote the implementation of industrial chain projects, strengthen the supply of public services throughout the entire process, promote the allocation of resource elements to implemented projects, and assist enterprises in rapid production and efficiency achievement. It is a high time to strengthen the scheduling of industrial chain construction, strictly implement the “monthly scheduling” work mechanism, timely coordinate and solve difficulties and bottlenecks, and continuously unite work efforts.
