Firmly uphold the principle of safe development and ensure the security of people’s lives and property

On the afternoon of November 4, Wei Zhaohui, deputy secretary of the CPC Huaihua Municipal Committee and acting mayor, chaired an inspection at the Municipal Emergency Management Bureau. He accentuated the necessity to thoroughly study and implement General Secretary Xi Jinping’s important expositions on workplace safety. He stressed the need to invariably uphold the principle of putting the people and their lives above all else. This means that we should firmly foster and consolidate the concept of safe development and strengthen the responsibility system for workplace safety at all levels. As far as potential hazards are concerned, we should carry out rigorous and thorough inspections and rectifications through strictly preventing all types of safety accidents, and effectively safeguarding the lives, property, and safety of the people as well as overall social stability. Yin Peiguo, member of the Standing Committee of the Huaihua Municipal Party Committee and executive vice mayor, and Ma Yuan, secretary-general of the Huaihua Municipal Government, attended the event.
During the inspection, Wei visited the Work Safety Comprehensive Coordination Office on the Dangerous Chemicals and Fireworks Safety Supervision. He extended regards to the working staff and gained a detailed understanding of the safety management of hazardous chemicals and fireworks, as well as work safety duty scheduling. Later on, he presided over a research symposium.
During the conference, he listened to the work reports from the bureau. In response, he proposed the following requirements.
It is imperative to firmly foster the concept of safe development, substantially enhance ideological awareness, and address work safety with utmost dedication and a constant sense of responsibility.
It is important to assume safety production responsibilities at every level, which encapsulates the principles of "joint Party-government responsibility, dual-role accountability, collaborative management, and liability for negligence", the "Three Governances and Three Musts" requirement, the territorial management responsibility, the departmental regulatory responsibility, and the enterprise primary responsibility. It is important that all safety prevention measures ought to be implemented.
Essential safety capabilities need to be enhanced through the active introduction and application of advanced technologies and equipment such as drones and AI.
Penetration management must be focused on key areas, particularly critical sectors, industries, and enterprises, implementing "one policy per industry, one dedicated official per enterprise" and record-based management to continuously strengthen work safety management levels.
Regular risk investigation and remediation should be conducted, carrying out specialized campaigns thoroughly. Identified risks and hidden dangers must be addressed promptly with comprehensive corrective actions.
Law enforcement inspections and accountability must be intensified, imposing strict and severe penalties on enterprises with major risks and hidden dangers according to the law, and ensuring serious accountability.
Team building and capacity development should be enhanced by strengthening the study of professional work safety knowledge and emergency publicity education. Emergency response plans and drill systems need improvement to elevate overall societal safety awareness and risk avoidance capabilities.
