On the afternoon of November 3, Wei Chaohui, deputy secretary of Huaihua Municipal Party Committee and acting mayor of Huaihua Municipal Government, presided over a standing meeting of the municipal government to convey and study the recent important articles and speeches of general secretary Xi Jinping and the spirit of the Eighth Plenary Session of Hunan Provincial Government, as well as to deliberate on and deploy measures to implement these directives in all related official departments of the city.
The meeting firstly conveyed and studied the important article titled "Explanation on the Proposal of the CPC Central Committee on Formulating the 15th Five-Year Plan for National Economic and Social Development," published by President Xi Jinping in the journal Qiushi. It was pointed out in the meeting that we must thoroughly grasp the Party Central Committee's scientific assessment of domestic and international situations, accurately understand the guiding principles, major principles, and key strategic tasks for economic and social development during the 15th Five-Year Plan period, fully align with the deployment of the Fourth Plenary Session of the 20th CPC Central Committee, and plan Huaihua's future development within the broader national strategy and layout. In addition, we need to scientifically plan key tasks such as building Huaihua into a central city in the five-province border region, enhancing the development capacity of Huaihua International Land Port, and constructing a modern industrial system during the 15th Five-Year Plan period, using high-level planning to guide the city's high-quality economic and social development.
It was emphasized in the meeting that we need to deeply study and implement the spirit of General Secretary Xi Jinping's important speech, and to run the Hunan (Huaihua) RCEP Economic and Trade Expo at a high level. We should make full use of the important platform of Hunan (Huaihua) RCEP Economic and Trade Expo, gather more people, commerce, logistics, capital, and information flows for the construction of Huaihua International Land Port, so as to form a siphon effect, and achieve mutual promotion and interaction between the Economic and Trade Expo and the international land port. We need to strive to hold a unique, high-level, and effective Hunan (Huaihua) RCEP Economic and Trade Expo based on the capabilities of the country, the needs of RCEP, and the advantages of Huaihua.
It was stressed in the meeting that we need to conscientiously implement the spirit of the Eighth Plenary Session of the Provincial Government, elevate our position, and strengthen our confidence in implementing it. We will strive to gain a best economic results in the fourth quarter of the year, resolutely achieve the economic and social development goals set at the beginning of the year, and ensure a successful conclusion to the 14th Five Year Plan and a good start to the 15th Five Year Plan. By focusing on the key points, making targeted efforts and adhering closely to the deployment of "one focus and eight precise efforts", we should strengthen economic operation scheduling and accelerate project construction by cultivating, strengthening, and supporting new industries, further stabilizing internal and external demand, fully promoting the continuous improvement of ecological environment quality, ensuring production safety and social stability, doing a good job in various livelihood issues with high quality and efficiency, and scientifically formulating the "15th Five Year Plan". What’s more, we need to change our work style and take responsibility for implementation of the above decisions. So, the main leaders of the municipal government should take the initiative to study the work in their respective areas of responsibility and come up with practical and tough measures, and the main leaders of each department should make every effort to promote the timely completion of the tasks undertaken by their respective departments.
