On the afternoon of November 21, 2025, Xu Zhongjian, secretary of Huaihua Municipal Party Committee, presided over the Symposium on Thematic Research and Consultation for Participation in Government and Political Affairs by Democratic Parties, Federation of Industry and Commerce, and Non-Party Personages in 2025, as well as the solicitation of opinions on the “15th Five-Year Plan” Proposal of the Municipal Party Committee. Wei Zhaohui, deputy secretary of the Municipal Party Committee and executive Mayor, delivered a speech, and Niu Shunsheng, Chairman of the Municipal Committee of the Chinese People’s Political Consultative Conference, attended the meeting.
At the symposium, the Municipal People’s Government issued a written notice on the adoption and implementation of the results of thematic research on participation in government and political affairs by democratic parties, federation of industry and commerce, and non-party personages in 2024 by relevant municipal departments directly under the government. Peng Xiandan, member of the Standing Committee of the Municipal Party Committee, director of the Organization Department of the Municipal Party Committee, and director of the United Front Work Department of the Municipal Party Committee, made an explanation on the thematic research. Responsible persons of democratic parties, federation of industry and commerce, and representatives of non-party personages including Wang Yong, Xiao Lixing, Li Ruqing, Zhou Bibo, Zhou Tiedun, Wu Qingchun, Xiang Jianping, and Lou Hongfu delivered speeches.
After carefully listening to the speeches, Xu stated that the opinions and suggestions put forward by everyone are highly targeted, operable, and of great reference value. The Municipal Party Committee and the Municipal People’s Government will conduct in-depth research and fully absorb them, further improve the “15th Five-Year Plan” proposal, compile a high-quality “15th Five-Year Plan” outline, and urge relevant departments to implement them in practical work.
All democratic parties, federations of industry and commerce, and non-party personages in the city should thoroughly study, publicize, and implement the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China, Xu said. Centering on anchoring the beautiful blueprint of “Three Highlands and Four New Missions”, continuously promoting the implementation of the “Five Missions and Four Orientations” strategy, and striving to build a regional central city around five provinces, they should give full play to their advantages of maintaining close ties with all sectors of society, put forward more targeted, forward-looking, and innovative opinions and suggestions, do more work to strengthen confidence, gather public opinion, warm people’s hearts, and build consensus, and contribute more wisdom and strength to promoting the high-level opening-up and high-quality development of the city.
It is a must to highlight political guidance, effectively strengthen the self-construction of democratic parties, federations of industry and commerce, and non-party personages, and continuously improve their ability to perform their duties, Xu said. The CPC Huaihua Municipal Committee will always place the united front in an important position, continue to care for and support the work of democratic parties, federations of industry and commerce, and non-party personages, and constantly consolidate and develop the patriotic united front in the new era.
