Xu delivers lectures on the spirit of the CPC's 20th Fourth Plenum in Yuanling County, while reviewing the integration of poverty alleviation gains with rural vitalization.
From November 19 to 20, Xu Zhongjian, Secretary of the Municipal Party Committee, delivered lectures on the guiding principles of the 4th Plenary Session of the 20th Central Committee of the Communist Party of China (CPC) in rural areas of Yuanling County while conducting inspections on the effective transition from poverty alleviation to rural revitalization and workplace safety. He emphasized the need to thoroughly study and implement the guiding principles as well as General Secretary Xi Jinping's important expositions on work related to agriculture, rural areas, and farmers. We must fully abide by the decisions and arrangements of the CPC Central Committee as well as the requirements set by the Provincial Party Committee and the Provincial People's Government. This means we will improve the effectiveness of the effective transition efforts, and explore all possible ways to boost farmers' incomes and help them lead prosperous lives.
Upon arriving at Yinhua Mountain Village, Shaojiwan Town, Xu inspected the morel cultivation base and visited Yang Dewen, a monitored household. He then delivered a lecture on the important guiding principles to rural Party members and villagers through a forum. Combining the development and changes in rural areas with the people's real-life experiences, he explained these tenets in plain and understandable language.
In his words, the Recommendations for the 15th Five-Year Plan (2026-2030) adheres to a people-centered approach, firmly grasps the goal of common prosperity for all people, and makes comprehensive and systematic arrangements for expanding channels for farmers' income increase, accelerating the improvement of weaknesses in rural modern living conditions, enhancing the effectiveness of policies to strengthen agriculture, benefit farmers, and enrich rural areas, and continuously consolidating and expanding the achievements of poverty alleviation. These arrangements will surely promote greater prosperity in rural areas and a more prosperous life for farmers.
Rural-level Party organizations and Party members and cadres will thoroughly study and implement these principles. This means that they will guide farmers to follow the Party's leadership, work hard for prosperity through diligence, and create a better and happier life.

At the camellia oleifera base in Lishu Village, Qijiaoping Town, Xu learned about how rich farmers financially helped their poor town-fellows. According to him, great efforts will be made to vigorously develop rural industries that enrich the people, improve the mechanism which helps link farmers to industries and thus boost their prosperity, enabling more rural households to share the dividends of industrial development. After learning about the planning and construction of the town proper in Qijiaoping Town, he emphasized the need to strive to enhance the carrying capacity of small towns, so as to better promote integrated urban-rural development and comprehensive rural revitalization.

At the comprehensive grain and oil planting demonstration base in Liaojiaping Village, Daheping Township, Xu learned about the production, sales and other related conditions. He pointed out that it is necessary to give full play to the role of farmer cooperatives in linking and driving farmers, and effectively improve the efficiency and benefits of agricultural production.
At Zhongcun Village, Huochang Tujia Ethnic Township, Xu learned about the development of the village-level collective economy and visited Yang Changshen, a targeted household. He pointed out that targeted assistance measures will be precisely implemented to effectively solve the urgent, difficult, anxious and pressing issues of the masses. Efforts will be made to expand the collective economy in order to better promote the common prosperity of farmers. Having known the relevant work at the township-level comprehensive governance center and government service center, he stressed the necessity to strengthen the standardized construction of grassroots comprehensive governance centers, effectively grasp the source prevention and front-end resolution of contradictions and disputes, and improve the level of grassroots governance. It is necessary to stay committed to the standard of public satisfaction and comprehensively enhance the level of grassroots government services.
At the government of Jiemuxi Township, Xu inspected the workplace safety. He accentuated that it is urgent to strengthen the implementation of responsibilities, conduct regular inspections and rectifications of potential risks and hazards, strictly prevent all types of accidents, and hold the bottom line of safety. Having known the relevant work at the Jiemuxi People's Court, he pointed out that it is equally important to practice justice for the people, uphold fairness and justice, and provide the masses with more high-quality and efficient judicial services.
