On November 16, Wei Zhaohui, deputy secretary of the CPC Huaihua Municipal Committee and acting mayor of Huaihua City, stressed during an inspection tour of Xupu County that officials must thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, conscientiously carry out the decisions and deployments of the provincial Party committee and provincial government and the work requirements of the municipal Party committee and municipal government, expand characteristic industries, optimize the development environment, and strive to forge a new path of high‑quality economic development with distinct Xupu characteristics.
Visiting the Comrade Xiang Jingyu Memorial, Wei toured Xiang Jingyu’s former residence and the exhibition about her life and deeds, paying deep tribute to the revolutionary martyrs. At Hunan Xiangwei Co., Ltd., Huaihua Shuxiaofu New Material Technology Co., Ltd., and Xupu Xinwanrun Environmental New Materials Co., Ltd., Wei learned in detail about the companies’ production, operations and innovation efforts. In Fushuiwan Village, Dajiangkou Town, and Huangjiazhuang Village, Simeng Town, she oversaw work to consolidate and expand the achievements of poverty alleviation, and examined in detail the development of the navel‑orange industry and how rural revitalization assistance workshops absorb local labor.
After receiving a briefing on Xupu’s economic and social development, Wei noted that Xupu is a land with a rich revolutionary legacy. In recent years, the county Party committee and county government have led cadres and the public to develop a number of sound experiences and practices; their industrial strategy is clear and steady, laying a solid foundation for future development. With the current period critical for both completing the goals of the 14th Five‑Year Plan and planning the 15th Five‑Year Plan, she called for strengthened economic operation monitoring, careful planning for a strong start to next year, and firm safeguards for production safety, so as to make greater contributions to the county’s high‑quality development.
Wei urged efforts to bolster strength through industry by extending, supplementing and reinforcing green mining value chains; to promote clustered industrial development and climbing toward higher value‑chain positions; to guide enterprises in exploring new “AI+” application scenarios; and to actively develop green factories and green parks. She called for boosting vitality through opening up by cultivating and expanding export‑oriented industries and guiding enterprises to develop international markets, thereby directing more local cargo to Huaihua’s international land port. She advocated increasing appeal through culture and tourism by excavating, interpreting and promoting the area’s diverse local cultures, polishing Xuefeng Mountain’s brand as a “World Famous Tourist Mountain,” and turning natural scenery and local customs into enduring attractions for tourism. She emphasized enhancing rural attractiveness by leveraging Xupu’s local specialties such as Xupu goose, navel oranges, kiwifruit and toona sinensis (mountain silver flower), comprehensively advancing rural habitat improvement and rural civility, and painting a new picture of beautiful villages, prosperous villagers and wholesome rural customs. Finally, she called for invigorating development through reform, using reform and innovation to solve difficulties encountered in development and to create more replicable and scalable practices that will inject strong momentum into high‑quality county economic growth.
