On October 27, the Finance and Economy Committee of Hauihua Municipal Party Committee held a meeting after on-site iobservations on the extension, supplementation, and strengthening of industrial chains in Huitong and Jingzhou counties. The attendees firstly had on-site observations of the leather luggage industry chain in Huitong and the traditional Chinese medicine industry chain in Jingzhou respectively, and then they held a meeting to review the report on the development of the city's modern industrial system for the first three quarters of the year, the progress of 10 key industrial chains, as well as the development of commerce, logistics, and cultural tourism, etc., of the city. The meeting, focusing on studying and deploying tasks for the last quarter of the yearr, was chaired and addressed by Xu Zhongjian, secretary of Huaihua Municipal Party Committee and director of the Financial Affairs Committee of Huaihua Municipal Party Committee. Xu emphasized the need to thoroughly study and implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee and the important instructions of general secretary Xi Jinping on building a modern industrial system, and to seriously implement the directives of Hunan Provincial Party Committee and Provincial Government, as well as the guiding principles from the secretary of Hunan Provincial Party Committee Shen Xiaoming's inspection tour in Huaihua, with efforts focused on extending, supplementing, and strengthening industrial chains, as well as expanding and enhancing core and specialized industries to accelerate the construction of modern industrial systems across the city. Wei Chaohui, vice secretary of Huaihua Municipal Party Committee and acting mayor of Huaihua Municipal Government; Li Wanwan, chairman of the Standing Committee of Huaihua Municipal People's Congress; and Niu Shunsheng, chairman of Huaihua Municipal Political Consultative Conference, attended the meeting. Also in attendance were the key members from Huaihua Municipal Government, including Peng Xundan, Li Weilin, Yin Peiguo, Zou Xingwang, Hu Chen, Huang Xuehong, Wu Hanming, Han Xiaobo, Hu Heping, Zhou Chongyan, Xiang Rulian, Zhang Jiafan, as well as the heads from relevant departments of the municipal government and those from the local authorities of various counties.

It was pointed out in the meeting that since the Fourth Plenary Session of the Sixth Municipal Committee, Huaihua city has consistently prioritized industrial development by exerting targeted and sustained efforts. After three years of relentless endeavor, breakthrough progress has been made in building a modern industrial system, yet challenges such as insufficient scale and weak support remain prominent. So, all related departments across the city must learn from and surpass advanced models, driving high-quality industrial development through competitive improvement.
It was stressed in the meeting the need to further strengthen planning with the guidance of the Central Committee's "Suggestions" and of the national industrial development policy by focusing on integrating into the modern industrial system construction of Hunan province, and to scientifically plan the industrial development of Huaihua city during the "15th Five Year Plan" period. In addition, we need to further highlight three aspects of "characteristics", “production chain", and "upgrading" of industry by focusing on leveraging our comparative advantages and steadfastly expanding and strengthening the development of our main industries such as cultural tourism, luggage and leather goods, traditional Chinese medicine, bamboo industry, green mining, electronic components, mechanical equipment, bio-based new materials, and commercial logistics. In addition, it was underscored that we should also try to extend and strengthen the supply chain, pay attention to extending towards the high-end of the industrial chain, enhance the overall development level of the industrial chain, adhere to the direction of intelligence, greenness, and integration, accelerate the transformation and upgrading of traditional industries, and accelerate the development of productive service industry so as to form new industrial growth points. What’s more, it was pointed out that that we need to further scientifically and accurately attract investment by focusing on introducing a number of large enterprises and good projects, and to further strengthen organizational leadership, implement enterprise assistance policies, optimize the business environment, and enhance measures to support talents.
Before the meeting, attendees visited the Luggage Lndustry Park of Huitong and its enterprises such as Xiangtong Industry Co., Ltd., Xianghong Import and Export Trade Co., Ltd., Tongjian Zipper Co., Ltd., and Tongxian Intelligent Manufacturing Co., Ltd., as well as the Guanbaodu Traditional Chinese Medicine Planting Forest Economic Demonstration Base, Poria Processing and Trade Center, PoriaTechnology Industrial Park, and Jingzhou Modified Pharmaceutical Project, etc., in Jingzhou county.
