On the afternoon of October 23rd, Wei Zhaohui, Deputy Secretary of the Municipal Party Committee and Acting Mayor, presided over an executive meeting of Huaihua People’s Municipal Government. The meeting conveyed and studied General Secretary Xi Jinping's important instructions on the "Three Rural Issues" (agriculture, rural areas, and farmers), delivered a special lecture on the law on promoting the private economy, and discussed and deployed measures to promote high-quality development of the private economy and fourth-quarter economic work.

The meeting emphasized the need to resolutely shoulder the responsibility of ensuring food security, thoroughly implement the strategy of storing grain in the land and in technology, firmly grasp the advantages of the seed industries, and continuously enhance the ability to ensure the supply of grain and other important agricultural products. We must fully implement all policies to strengthen and benefit agriculture, effectively connect the consolidation and expansion of poverty alleviation achievements with rural revitalization, and take multiple measures to increase farmers' income. We must strive to improve the quality and efficiency of rural industries and promote greater success in agricultural modernization. We must learn from and apply the experience of the "Ten Million Project”, further consolidate and promote the "Five Commons and Five Beautifuls" model, and build harmonious and beautiful villages in line with local conditions.

The conference invited Professor Li Weidi of the School of Law and Public Administration at Huaihua University to deliver a special lecture on "Law of the People's Republic of China on Promoting the Private Economy”. The conference emphasized the need to thoroughly implement General Secretary Xi Jinping's important expositions on the development of the private economy, adhere to and implement the "two unshakable" principles, support the development of private enterprises, implement in detail a number of policies and measures to support the growth and expansion of the private economy, and foster a strong atmosphere of support for the development of private enterprises. Government services must be improved, the slogan "Being in Huaihua, Simplifying Services" must be promoted, and businesses must be effectively helped to tackle difficulties and resolve problems. Administrative law enforcement involving enterprises must be standardized, a flexible law enforcement system must be established and improved, and the legitimate rights and interests of private enterprises and entrepreneurs must be protected in accordance with the law. A close and clean relationship between government and business must be fostered to promote the high-quality development of the private economy.

The conference heard a report on the city's economic performance in the first three quarters. It was noted at the conference that since the beginning of this year, the city's economic performance has seen progress amidst difficulties, steady progress, and positive momentum. At the same time, we must remain aware of existing shortcomings and deficiencies. All departments at all levels in the city must work diligently to revitalize existing resources, increase incremental growth, and tap potential, striving to achieve the annual goals and tasks. We must strengthen coordination, conduct comprehensive analysis and precise monitoring of key indicators, and implement targeted measures to effectively address shortcomings and leverage strengths. We must prioritize key areas, ensuring the scientific formulation of the 15th Five-Year Plan and the adjustment and optimization of the industrial structure. We must focus on the present and strive to secure the final results of the fourth quarter, while also taking a long-term view and planning ahead for a strong start next year. We must shoulder our responsibilities, firmly establish a bottom-line thinking and risk awareness, and safeguard the bottom lines of safe production, ecological and environmental protection, debt risk reduction, preventing large-scale poverty relapse, and food security.
