On October 26, Wei Zhaohui, deputy secretary of the CPC Huaihua Municipal Committee and acting mayor of Huaihua, stressed during an inspection tour of Zhijiang County the need to conscientiously study and implement the spirit of the fourth plenary session of the 20th CPC Central Committee, and to fully carry out General Secretary Xi Jinping’s important speeches, instructions and directives on Hunan Province. She urged local officials to be enterprising, take concrete action, and go all out to fulfill the goals and tasks set by the 14th Five‑Year Plan while laying a solid foundation for a good start to the 15th Five‑Year Plan, accelerating the construction of a modern industrial system and promoting high‑quality economic development of the county.
At the Zhijiang Memorial Hall of the Acceptance of the Japanese Surrender, the Metaverse Technology Experience Center and the Flying Tigers Memorial Hall, Wei Zhaohui learned in detail about the development of the cultural and tourism sector. At the site of the Wushui large‑scale irrigation project, she requested detailed briefings on planning, design and construction, and carried out an on‑site river patrol. At Hunan Huasheng Diantong Technology Co., Ltd., she closely examined progress in building the county’s electronic components industry chain and reviewed companies’ production.
At a subsequent symposium, after hearing a report on Zhijiang’s economic and social development, Wei praised the county’s achievements in building distinctive industries and promoting innovative work approaches. She noted that officials must lock on to the year‑end economic and social development targets, and fulfill the fourth-quarter goals. Development and security must be pursued in an integrated manner; responsibilities at all levels must be firmly fixed; and bottom‑line protections for work safety, ecological and environmental protection, debt risk prevention, prevention of large‑scale return to poverty, and grain security must be strictly upheld.
Wei demanded that the county carry the banner of peace high and actively engage in “small‑city diplomacy.” She called for thorough study and implementation of Xi Jinping Thought on Diplomacy, and for earnest practice of the four major global initiatives, encouraging the county to explore new experiences and models in the practice of “small‑city diplomacy,” deepen trade cooperation and cultural exchange, and write a new chapter in external engagement. She urged cultivating complete upstream and downstream industrial chains to grow industry clusters, pushing industry chains to extend in depth and breadth, exploring new application scenarios for “AI+” and fostering emerging and future industries. She called for expanding multimodal transport and integrating with international land ports, proactively coordinating planning with the Huaihua International Land Port and the western land‑sea corridor, actively exploring feasible air‑cargo development routes, and building up export‑oriented industries. She also emphasized seizing new opportunities to diversify tourism, integrating proactively into the Greater Zhangjiajie International Tourism Area, and innovating tourism products and services so that new scenes and experiences stimulate renewed consumption. She advocated focusing on being “small but exquisite” to advance rural revitalization, cultivating distinctive and specialized rural industries to achieve differentiated development and form unique competitive advantages. Finally, she urged to strengthen the consciousness of the Chinese national community and ensure that the Dong ethnic people truly benefit from the Party’s ethnic policies and various livelihood measures.
