On September 26, 2025, sources from Huaihua Municipal Key Construction Project Affairs Center reported that up to the end of August, the city’s key construction projects were progressing smoothly. Among them, 46 provincial key projects had completed 73.1% of their annual planned investments, surpassing the scheduled progress by 6.4 percentage points and outpacing the provincial average by 2.7 percentage points, ranking sixth in the province. Meanwhile, 388 municipal key projects had completed 74.3% of their annual planned investments, exceeding the scheduled progress by 7.6 percentage points. In particular, 13 counties, districts, and development zones (including Yuanling, Chenxi, Xupu, Mayang, Xinhua, Zhijiang, Hecheng, Zhongfang, Hongjiang City, Hongjiang District, Huitong, Jingzhou, and Huaihua International Land Port Economic Development Zone) had met or exceeded the scheduled progress. Notably, the key cultural and tourism projects for the Fifth Provincial Tourism Development Conference had completed their investment plans, and all observation site projects had been fully completed, providing favorable conditions for the successful convening of the conference.
The “Project Construction Year” campaign is in full swing. The planning atmosphere is intense, with municipal departments and counties actively engaging in top-level planning by aligning projects with the “Three Major Initiatives” and reporting upwards. A total of 581 projects have been included in the national and provincial major construction project reserves, with nearly 60% reaching preliminary design depth. Additionally, 205 projects have been incorporated into the provincial major planning project repository, including 13 projects with total investments exceeding 5 billion yuan. A new batch of 1,613 projects has been approved, with a total investment of 96.834 billion yuan, providing ample momentum for future project development.
Project advancement is progressing efficiently. By implementing the “137” project construction methodology, setting reverse timelines, and adopting visual task tracking, relevant leaders and departments at all levels have diligently carried out the decisions of the Municipal Party Committee and government. They have taken proactive measures, overcome challenges, and worked in unison to advance projects, resolve issues, and ensure collaboration. As a result, the projects for the fifth Provincial Tourism Development Conference have been completed.
Key municipal projects are being prioritized by the respective owners, who are mobilizing manpower, equipment, and materials to establish clear schedules and task charts. Responsible units and key personnel are placing high importance on these efforts, accelerating construction progress, ensuring timely inclusion in statistics, and exhausting all possible measures to meet deadlines.
According to a relevant official from the Municipal Key Construction Project Affairs Center, the city has closely followed the deployment of the “Project Construction Year” initiative, seized the golden construction period, and made all-out efforts to advance provincial and municipal key projects efficiently, laying a solid foundation for the successful completion of annual economic and social development targets. Moving forward, the city will continue to monitor project progress, tackle challenges comprehensively, and implement the “fieldwork method” to ensure timely and orderly project advancement. Additionally, it will proactively plan projects, advance the development of major projects and project repository construction for the city’s “15th Five-Year Plan,” focusing on cross-regional major infrastructure, strategic emerging industries, and key livelihood sectors, while planning and reserving a group of globally significant and transformative major projects.
